NAICS Code: 334516 Synopsis to Furnish and Install, a Universal Online Gas Preparation and Introduction System with Associated Peripherals and Consumables to Upgrade a Thermo Finnigan Delta Plus Isotope Ratio Mass-Spectrometer (IRMS) with GCIII Continuous Flow and ConFlo III system The U.S. EPA intends to negotiate on a sole source basis, under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act), with Thermo Electron North America, LLC, to furnish and install, a universal online gas preparation and introduction system with associated peripherals and consumables to upgrade the IRMS, at the National Risk Management Research Laboratory (NRMRL) located at the U.S. EPA's AWBERC Facility in Cincinnati, Ohio. The NRMRL currently uses a Thermo Finnigan Delta Plus Isotope Ratio Mass-Spectrometer with GCIII Continuous Flow and ConFlo III system interface for sample introduction in continuous flow mode. This IRMS setup is being integrated, operated, and controlled by a computer running Thermo Finnigan's ISODAT 2.0 software. The existing IRMS system was purchased in 1998. The instrument is currently 9 years old and upgrades are required to maintain functionality and extend the life of the current instrumentation. The NRMRL requires the capability to analyze for Carbon, Nitrogen, Oxygen, and Hydrogen isotopes in solid, liquid, tissue, and gas samples. The NRMRL also requires increased sample throughput of its existing analysis by replacing difficult, time consuming, and costly manual sample preparation procedures with automated and on-line sample preparation techniques. To fill these requirements the NRMRL has specified a series of upgrades and additional peripheral modules to be added to the existing IRMS system. These include the following primary components along with other peripherals, consumables and training: 1. Finnigan Gas Bench II 2. Finnigan H-Device 3. Dual inlet system including changeover valve- internal component of the IRMS sold and installed by the manufacturer only. 4. H/D ion collector and amplifier assembly- internal component of the IRMS sold and installed by the manufacturer only. Under this procurement, the contractor shall furnish and install, on a turnkey basis, a universal online gas preparation and introduction system, with associated peripherals and consumables as well as all physical connections, communication hardware components, proprietary software modifications and training needed to integrate it with NRMRL's IRMS. Thermo Electron North America, LLC is the designated sales, maintenance and repair company for the NRMRL's IRMS. They are also solely responsible for the design manufacture and programming of the existing IRMS. Subsequently, U. S. EPA has determined Thermo Electron North America, LLC to be the only contractor qualified to perform the work. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
