- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quote (RFQ) for one (1) IR Camera for Wind Tunnel Applications. NASA Ames has a requirement for an infra-red camera intended for use in the NASA Ames Unitary Wind Tunnel. The camera is intended for measuring temperature variations on the order of 0.1 degrees C on surfaces with a mean temperature of 32 - 43 degrees C, in order to image boundary layer transition on wind tunnel models. The camera will be installed in a wind tunnel plenum chamber where pressures vary between 0.3 and 2 atmospheres, and temperatures can reach 50 degrees C. The camera requires the following features: 1) Have a spectral range of 3-5 ??m. 2) Have NTSC video output. 3) Have a digital output capable of supporting the camera's fastest data rate. 4) Able to be controlled by a personal computer. 5) If lens interface is not industry standard, shall supply 13mm, 25mm, and 50 mm lenses (one each). The camera shall meet or exceed the following performance specifications: 1) Use at least 14-bit digitization or higher. 2) Have at least 512x512 pixels spatial resolution. 3) Have a pixel readout rate of 40MHz or higher. 4) Have a maximum frame rate of at least 100 frames per second at full resolution. 5) Able to sense a Noise Equivalent Temperature Difference (NETD) of 25 mK or less. 6) Have a minimum integration time of 10 ??sec or less. 7) Able to operate at atmospheric pressures from 0.5 atm to 2.0 atm. 8) Able to operate at temperatures from 15 degrees C to 45 degrees C. 9) Able to withstand shocks of 2G while operating The provisions and clauses in the RFQ are those in effect through FAC 05-18. The NAICS Code and the small business size standard for this procurement are 333314 and 500 respectively. The offeror shall state in their offer their business size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Ames Research Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance.
