- This proposed procurement is a follow-on for training in the Automated Cost Estimating Integrated Tools (ACEIT) cost estimating spreadsheet environment; an implementation of NAFCOM and QuickCost in ACEIT; ACEIT course training; adaptation of the traditional qualitative 5X5 risk matrix assessment into ACEIT for cost-risk quantification; integration of a NASA-unique resource time-phasing Function (f(x)) into ACEIT; and, cost estimating support using ACEIT The Government intends to solicit and negotiate on a sole source basis with Tecolote Research, Inc. a leading provider of independent cost analysis and other complex financial management services to the Department of Defense (DoD) and Federal Government. Tecolote has been designated as a Microsoft Gold Certified Partner (MCP) and the proprietary owner of the ACEIT Training. NASA has used Tecolote?s ACEIT for the past three years. Tecolote has provided NASA Program Analysis and Evaluation (PA&E) /CAD cost estimators with training and support in the use ACEIT during those three years. Tecolote developed the ACEIT cost estimating environment tool for the U.S. government almost 25 years ago and is the most knowledgeable cost support contractor in its use, training, support, update and maintenance. Over the past three years, Tecolote has performed extremely valuable on-the-job ACEIT mechanics training for NASA cost estimators on their NASA-specific project cost estimates. This type of ACEIT training is not offered by any other cost support contractor except Tecolote. Finally, this proposed task requires the implementation of a NASA-unique time-phasing methodology and adaptation of the traditional qualitative 5X5 risk matrix methodology for quantitative identification of cost-risk impacts that, since Tecolote developed ACEIT, only Tecolote can add to ACEIT?s functionality. Tecolote shall provide ACEIT mechanics training to Headquarters (HQ) PA&E/Cost Analysis Division (PA&E/CAD). The contractor shall also provide as part of the ACEIT mechanics training ACEIT implementation support to HQ?s PA&E/CAD analysts for ACEIT implementation of NAFCOM and QuickCost in ACEIT; CAD independent cost estimates (ICE?s); integration of external cost estimating methodologies into ACEIT; adaptation of traditional qualitative 5X5 Risk Matrix for cost-risk quantification; and reviews of PA&E/IPAO milestone-driven flight project ICE?s. NASA/HQ intends to award a purchase order for continued performance of specialized services to Tecolote?s Research, Inc. The authority is FAR 6.302-1 (a)(2) "only one responsible source?. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 12:00 p.m. local time on August 2, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
