- NASA/NSSC has a requirement for cryogenic engineering training for approximately thirty technical professionals to take place on January 29, 2008 through February 1, 2008 at NASA?s Kennedy Space Center. The objectives of the course are to build a solid foundation in the fundamentals of cryogenics; encourage a "hands-on" approach to solving cryogenic problems; define and demonstrate "what?s different" at low temperatures; and provide up-to-date cryogenic information. The contractor shall be responsible for providing all course materials. NASA/NSSC intends to purchase these services from Cryoco, Inc., 511 Adams Avenue, Louisville, CO 80027. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: (1) Cryoco and its staff are nationally recognized experts in the field of cryogenic engineering and can provide an existing training course to meet this training requirement: (2) Cryoco?s staff has previous experience providing similar cryogenic engineering training at the Kennedy Space Center and is knowledgeable about the Center?s training needs in this discipline; and (3) Cryoco?s staff is able to provide the training during the requested dates. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
