Description
The Department of Defense Education Activity (DoDEA) contemplates issuing on a competitive basis, Blanket Purchase Agreements (BPAs) to fulfill its continuing requirements for hotel sleeping rooms and meeting room space. The services required include commercially available overnight sleeping accommodations, hotel and meeting event support services and integrated conference hosting capability to DoDEA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-16 & Class Deviation 2005-o0001 and DCN 20070327. This announcement constitutes the only solicitation, submissions are being requested and an additional written solicitation will not be issued. The submission number is 2007BPA-01 for this requirement. The applicable NAICS code is 721110. It is the Government?s intent to issue BPAs to the vendor(s) whose submission provides the best value to the Government. The BPAs will be valid for a period of five (5) years and may be reviewed annually and if necessary, updated with new or modified provisions. The issuance of a BPA does not guarantee the vendor a minimum number of, or any orders. For potential orders placed against the Blanket Purchase Agreement there may be multiple users. To be eligible for award under this solicitation, the offeror must propose a facility that is compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. seq.) and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.dhs.gov/applications/hotel/ and must be registered on the Central Contractor Registration website (www.ccr.gov). The submission due date and time is Thursday, 16 August 07, 12:00 PM (EST). Selected vendors will be issued Blanket Purchase Agreements (BPAs) valid for 5 years. The BPA(s) will be issued based on meeting the accompanying certifications, provisions and specifications. Selection Factors: The provision at 52.212-2, Evaluation ? Commercial Items will be used to evaluate offerors. The Government will award one or more BPAs resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Past performance; 2. Flexible attrition and cancellation clause terms; 3, Location in proximity to the DoDEA headquarters; and 4. Price. Factors 1 through 3 are of equal importance. Those factors individually and collectively are more important than price. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls.
