- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is H92242-07- T-0024. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-14, dated 19 November 2006 and DFARS Change Notice 20050930. The DPAS Rating for this solicitation is S10. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 336611, the Small Business Standard is $1,000 Mil. This is a 100% Small Business procurement. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing: CLIN 0001 Quantity 1 Lot: Perform emergent repairs and or upgrades to 11 Meter RIB NX127, NX128 and Trailers in accordance with the attached statement of work/job specifications. . Both boats shall be repaired concurrently. The following FAR provisions and clauses are applicable to this procurement: Certification and Representations shall be submitted via ORCA website at https://orca.bpn.gov/publicsearch.aspx. Commercial Items; 52.204-7 Jun 06) 52.212-4 Contract Terms and Conditions (Nov 2006), 52.219-6 Small Business Set Aside, 52.222-3 Convict Labor (Jun 2003),. Additional contract terms and conditions applicable to this procurement are: 252.212-7000 Commercial Items, Offeror Representations and Certifications : Certification and Representation shall be submitted separately from the quote. 252.212-7001 (DEV) Terms and conditions statutes or Executive Orders (includes 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-41 and 52.247-64), 52.237-2. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ . All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Facsimiles will be accepted. Each response must meet all specifications and requirements. Award will be based on ?Best Value and Past Performance?. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 1400 hours (Daylight Savings Time) Aug 10, 2007. All questions shall be directed to the Contracting Officer, Ruby Phillips @ ruby.phillips@nsweast.socom.mil or Mary Tuttle @ mary.tuttle@nsweast.socom.mil STATEMENT OF WORK 1.0 Project Overview: 1.1 Perform emergent repairs and or upgrades to 11 Meter RIB NX127, NX128 and Trailers in accordance with job specifications. 2.0 Detailed Description of the Work to be Performed: 2.1 Task Description: RIB repairs may include removal of hull scratches and gouges, applying ceram kote and armorcoating to RIB components, installation of guide vane chambers, windshields, storage bags, handrail covers and glad seals, replacement of fuel bladders, bolster seats, treadmaster and ratchet straps and preservation of water jets. Trailer repairs may include sand blasting, painting and polishing to trailer frame and components. Repair and or replace, remove and or install flexible brake lines, leaf springs, tires, hubs, winch, bunk boards, air hoses, glad hands, jack arm, hydraulic cylinder, air tank and lights. Trailer Repairs Description Block trailer and remove all wheels Support axles and disconnect "U" bolts holding axles to springs Disconnect flexible brake lines at caliper and frame ends and drain brake fluid from system Remove bleeder fittings from each caliper assembly Remove six (6) leaf springs and perches from trailer Remove three (3) axles from trailer Protect / remove brake components on axles prior to blasting Sandblast axles, springs and spring perches to white metal Paint axles and perches with gray CeRam Kote Provide new "U" bolts,nuts, spring bolts, spring bushings and hanger bushings from MYCO Preserve external surfaces of springs with ZRC cold galvanizing paint Reinstall axles and springs with new "U" bolts, nuts, spring bolts, spring bushings & hanger bushings Clean brass fittings on hose ends and reinstall Provide and install new bleeder fittings Fill brake system and bleed air from lines Polish aluminum wheels, fenders & stowage box and reinstall using anti-seize on lug nuts Power tool clean rusty spots on trailer frame and apply ZRC cold galvanizing paint to preserve Replace the winch, cable and hook Replace the glad hand pairs of flexible air lines Prepare and preserve master cylinder, tilt cylinder, hydraulic hose fittings, hydraulic pump and reservoir Prepare and preserve bunk brackets and trailer support wheel Provide and install jack arm pin (1 each) and tilt pins (2 each) Boat Repairs - Preservation Description Remove the following metal components from boat for preservation: Waterjet compartment hatches and frames, Throttle/Waterjet/Gearbox bezels Driveshafts, 3rd&4th row slick bolster handrails, fuel priming pumps, console DICP breaker bezels Blast all removed components to white metal Apply CeRam Kote to all components Reinstall all components using new hardware and pins Boat Repairs - Hull & Topside Description Repair hull scratches, gouges and nicks caused by trailering & other miscellaneous damage Repair nicks topside Armorcoat all repaired areas Armorcoat bottom side of engine compartment hatches and around perimeter in trough Provide and install new foam and covers for all handrails Armorcoat forward bolster frames and the 5 each bolster shells Accomplish an all over buff of the boat Boat Repairs - Mechanical Description Provide and install a new acrylic windshield Reattach insulation for the engine compartment hatch covers Drill and tap waterjet bells for the zinc mod Free up backflush valves on port & starboard sides and check cables Provide hydraulic can bag and straps Provide new fuel can straps Provide for growth repairs for incidental items not covered by specifications 2.2 Place of Performance: Contractor will perform work at SBT-20 Facility. 2.3 Contractor Furnished Material: Contractor will supply all materials and equipment, unless specified otherwise, to complete the repairs. Contractor will be required to furnish all tools and equipment. 2.4 Government Furnished Equipment (GFE): Special Boat Team will provide the GFM listed in job specification to Contractor during this task. Upon completion of this task, the Contractor will return excess GFM to Special Boat Team. 2.5 Performance and Delivery: The requested start date for this effort is 20 Aug 2007. The contractor shall begin procurement of all materials necessary to perform all work as specified in job specification. The completion date for this effort is 20 Sep 2007. NOTE: WORK SHALL BE PLANNED AND SCHEDULED SUCH THAT THE COMPLETION DATE WILL BE MET. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO INCLUDE IN THE BID ANY OVERTIME HOURS WHICH MAY BE REQUIRED TO COMPLETE THIS TASK DURING THE TIME PROVIDED.
