- The Social Security Administration (SSA) anticipates awarding a sole source contract to the National Association of Public Health Statistics and Information Systems to utilize the Electronic Verification of Vital Events (EVVE) system. NAPHSIS is a national association of state vital records and public health statistics offices which is based in the Washington, DC area, and is a not for profit agency. NAPHSIS will survey all of the states and territories to determine which have birth records in electronic format. NAPHSIS will develop a project plan, provide an electronic query process using an internet-based XML system to confirm vital records data, provide functional requirements for routing requests and responses, develop a roll-out plan to include all states, and produce functional requirements for consolidated billing. NAPHSIS is the only source capable of providing the support that is needed to market EVVE to the state registrars and support the nationwide rollout. Vendors capable of meeting SSA?s requirements to utilize the EVVE system must present electronic/written evidence of such capability by close of business on August 3, 2007. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender. Instead, the knowledge obtained from information submitted will be used to determine whether there appears to be a competitive source in the marketplace.
