Professional, administrative, and management support services NAICS: 561499 Comprehensive turn-key Mail Operation Set Asides: Total Small Business Contracting Office Address: DHS/Federal Emergency Management Agency, 500 C Street, S.W., PP 5th Floor, Washington, DC 20472 Description: GENERAL This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HSFEHQ-07-R-0149 is being issued as a Request for Proposal (RFP). This procurement is being solicited on a Total Small Business Set aside basis. The NAICS and small business size standard for this project are: 561499/$6.5 million. The Federal Emergency Management Agency (FEMA) has a requirement for comprehensive, turn-key mail operation services. See ATTACHMENT A, PERFORMANCE WORK STATEMENT. This requirement is the result of FEMA?s completion of an internal Streamline A-76 Competition which was conducted in accordance with the provisions of Revised OMB Circular A-76, and has determined based on that competition that it would be in the best interest of the Government to convert this work to contract performance. FEMA used existing contract prices and market research to make this initial determination. FEMA now must reconfirm its determination through solicitation, receipt and evaluation of actual offers from private sector concerns. For details on A-76 please refer to OMB website. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular (FAC) 2005-18 effective June 30, 2007. In addition to clauses and provisions listed throughout the documents, the solicitation also incorporates by reference or by full text the following clauses and provisions: FAR 52.212-1, 52.212-2, 52,212-3, 52.21.-4, and 52,212-5. The period of performance of the contract shall be from date of award through five years (one base year plus four one-year option). The Government anticipates award of one Requirement with fixed price task orders contract. Task orders will be issued for surge portion of the contract. Please identify your business size in your response on this requirement. Include your DUNS number, CAGE Code, and Taxpayer Identification Number (TIN) in your response to this requirement. FEMA will entertain written questions from vendors due no later than August 01, 2007. Responses will be posted by August 04, 2007, and proposals due by 4:00 PM LOCAL TIME on August 14, 2007. Please submit all your questions in writing via email address provided below. The Government reserves the right to cancel this solicitation with no obligation to any offeror. Only one award will be made to the offeror with best value to the Government. The Government reserves the right to not make any award at all. Late offer(s) will be handled in accordance with FAR 15.208(b).
