- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to issue a five-year Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for facilitation services. These professional facilitation services will support the National Marine Fisheries Service’s (NMFS) responsibilities under Section 118 of the Marine Mammal Protection Act to reduce incidental mortality and serious injury to strategic stocks of marine mammals. The contractor will assist in convening take reduction team meetings for the NMFS in Gloucester, Massachusetts. These services require process design, dispute resolution, and facilitation of multi-stakeholder meetings. NOAA intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition for Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items subject to the order of precedence provided at FAR Subpart 12.102(c). The simplified acquisition will be issued on a restricted basis, set-aside 100% for small businesses. The Request For Quotation (RFQ) will be issued via electronic posting on or about April 24, 2007, with quotes due on or about May 19, 2007. The NOAA intends to make a best value single award as a result of the RFQ. The NAICS code is 541620 with a size standard of $6.5 million. It is incumbent upon vendors to monitor www.eps.gov for the release of the RFQ, statement of work, and any other attachments or exhibits. Vendors shall be registered with the Central Contractor Registration (CCR) database at www.ccr.gov, and shall possess a valid Dun and Bradstreet number. All responsible small business sources may submit a quotation that shall be considered by the agency.
