Description
The synopsis for this effort is modified as follows: (24 Jul 07) The Government intends to procure 430 each armor panels (43 panel kits of ten panels each) for installation on the Landing Craft Air Cushion (LCAC). The Navy intends to solicit and negotiate this contract on a limited competition basis between ArmorWorks, LLC of Chandler, AZ and Ceradyne, Inc. of Costa Mesa, CA based on FAR 6.302-1. These are the only two sources capable of meeting the Government?s requirements. The armor panels are required to be manufactured in accordance with NAVSEA drawing 53711-164-7403836C and must meet MIL-STD-662 ballistic and MIL-STD-810 environmental requirements. (Note: Distribution of the drawing is limited to DoD and DoD Contractors only. Requests for the drawing by any source other than those identified in this announcement must be submitted via e-mail to josephine.webb@navy.mil.) This requirement is not suitable for full and open competition for the following reasons: The armor panels manufactured by Armor Works, LLC and Ceradyne, Inc. have both undergone and passed rigorous ballistic testing to a classified ballistic limit in accordance with MIL-STD-662, and environmental tests in accordance with MIL-STD-810 for humidity, dust, salt fog, and fungus. Use of any other source would require re-testing a first article at a substantial duplication of cost to the Government and a significant impact to the delivery schedule. Offerors wishing to qualify items for future procurements may find out about the process for qualification by contacting Mr. Joseph Bray, NSWC PC Code E32, (850)-234-4411, joseph.bray@navy.mil. This will be a firm fixed price contract awarded on the basis of low price, technical acceptability. Delivery of the panel kits will be required six months after contract award to NSWC PC, 110 Vernon Ave, Panama City, FL 32407. The applicable NAICS Classification is 336992 applies. SBA Size Standard is 1000 employees. See note 22. All re sponsible parties may submit an offer.
