- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Mettler Toledo in Columbus, Ohio for the purchase of Load Cells under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIST requires one set of four units of Load Cells, which will be used for both laboratory and field experiments. The Large Fire Laboratory (LFL) seeks to expand the LFL capabilities and develop new field measuring capabilities, while maintaining both forward and back compatibility. Specifically, NIST requires the new equipment to work with the existing LFL Mettler Toledo components in order to improve laboratory capabilities, with interchangeability and compatibility between NISTs existing laboratory equipment and the new field equipment. The systems shall be completely self contained and capable of measuring mass loss, capable of recording the data, and shall be completely self-powered. In addition, the required systems shall meet the following specifications: 1. Four (4) independent, identical load cell/data collection units; 2. Each unit shall consist of a base plate, water tight enclosure to house the data acquisition and power supply, and enclosure to house the load cell; 3. Operating temperature range: 0F to 150F; 4. Data acquisition enclosure shall be watertight and top opening; 5. Load cell enclosure shall have a 3 inch opening above the load cell to allow load to be transferred to load cell; 6. Maximum weight per unit: 1250 lbs.; a. 500 lbs. dead weight b. 750 lbs. sample weight 7. Resolution one (1) lb. 8. Self-contained data acquisition system per unit: a. data collection of load cell signal and two (2) type K thermocouples b. Storage media: memory stick, SD card c. Sampling rate: one (1) second d. Maximum run time: five (5) hours e. Auto shut-off after 5 hours 9. Self contained power source with maximum run time of five (5) hours; 10. Two (2) type K thermocouples to monitor enclosure and load cell temperature; 11. Waterproof NEMA 4X type enclosure; 12. Shall be compatible with NISTs existing Large Fire Laboratory Mettler Toledo Centerline Load Cells. Sole source determination is based on NISTs need for Load Cell equipment (load cells, data control/processing, and display units) that is compatible and interchangeable with its existing Mettler Toledo Load Cell equipment (load cells, data control/processing, and display units). Compatibility is required so that Load Cells and parts can be interchanged with NISTs existing Mettler Toledo Load Cells and parts during laboratory and field experiments. Since only Mettler Toledo can provide Load Cells that are compatible and interchangeable with NISTs existing Load Cells, and due to proprietary hardware and software interfacing issues, we require this order to be sole sourced to Mettler Toledo. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor?s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 339111, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 1, 2007. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
