Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-17. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this procurement is unrestricted and all responsible offerors may submit a quote. The National Institutes of Standards and Technology has a requirement for three Magnetically Coupled UHV Wobblesticks. LINE ITEM 0001: Quantity three (3) each Magnetically Coupled UHV Wobblesticks, meeting or exceeding the following required minimum specifications: 1. Magnetically coupled UHV wobblestick 1.1. The wobblestick must be ultra-high vacuum compatible down to pressures of 10e-11 Torr. 1.2. The wobblestick must be bakeable to at least 150 degrees C. 1.3. The wobblestick must mount on a DN40CF flange. 1.4. The wobblestick must have two separate shafts with independent linear motions in UHV. 1.4.1. Shafts must be magnetically coupled to the outside. 1.4.1.1. Must have separate magnets for the two shafts. 1.4.1.2. There must be no forces on the linear motions due to the pressure difference between the vacuum and the air. 1.4.2. One of the wobblesticks will have a linear stroke of 250 mm. The other two wobblesticks will have a linear stroke of 210 mm. 1.4.3. The magnetic coupling must provide 360 degrees of independent rotational motion for both shafts. 1.5. Must have a bellows for angular deflection motion in UHV. 1.5.1. The bellows must allow an angular range of plus or minus 20 degrees or more. 1.5.2. The full angular range must be accessible at the maximum linear stroke. 1.5.3. The volume of the bellows must be maintained roughly constant during manipulation to minimize the forces on the angular motion due to the pressure difference between the vacuum and the air. 1.6. The two manipulator shafts must come with two custom fittings designed for the NIST sample holders. 1.6.1. The first shaft (controlled by the back magnet) fitting must consist of a hex-head screw driver pointing along the shaft axis. 1.6.2. The critical dimension of the screw driver must be 2 mm (SW 2) for driving a M2.5 screw. 1.6.3. The second shaft (front magnet) fitting will consist of a ridged end piece designed to fit NIST designed sample holders. 1.6.4. Specific designs and dimensions must be coordinated with NIST at the time of construction of the manipulator. 1.7. With the linear axis fully retracted, the in-vacuum length shall be less than 125 mm from the tip of the manipulator to the flange face. 1.8. The manipulator must have springs to compensate the ?vacuum force? and reduce the load on the Z micrometer. 2. Support structure 2.1. Manipulator must come with a parking structure to support and park the manipulator while it is not in use. 2.2. Support structure should plug-in to the wobblestick flange for easy removal when the wobblestick is in use. Delivery shall be completed in accordance with the manufacturer?s commercial schedule. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the product, manufacturer sales literature or other product literature which addresses all minimum specifications and clearly documents that the offered product meets the specifications stated above. After award is made, the contractor must supply detailed CAD drawings of the wobblesticks and all components within 2 weeks of the award. The Contractor shall submit the appropriate designs/drawings to the Government prior to the commencement of the manufacturing effort. The Government will review the documentation provided to ensure compliance with the specifications. Subsequent to this review, the Government will either approve the design or provide detailed comments as to any deficiencies. Any additional effort, if required, by the vendor to meet the design requirements shall be considered to be within scope of this Line Item. Upon Government approval of the design, the vendor may commence the manufacturing phase of this contract. Approval by the Government as required above shall not relieve the Contractor of its obligation to comply with the specifications and with all other requirements of the contract, nor shall it impose upon the Government any liability it would not have had in the absence of such approval. If paragraph (j) of the provision is applicable, a written submission is required. All quoters shall submit the following: 1). An original and one (1) copy of a quotation which addresses the above line items. 2). Two (2) originals of technical description and/or product literature; This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state ?The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.? OR The offeror shall state ?The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) All quotes must be sent to the National Institutes of Standards and Technology, Acquisition Management Division, Attn: Lynda Roark, 100 Bureau Drive, MS 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:30 pm local time on July 31, 2007. EMAIL QUOTES SHALL BE ACCEPTED.
