Description
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is issuing this Presolicitation Notice to notify vendors of DHS's intent to issue RFP HSHQDC-07-R-00050 for General Construction and Design-Build Services to support FEMA's Mount Weather facility, located at 19844 Blue Ridge Mountain Road, Mount Weather, VA 20135. DHS's intent is to award multiple IDIQ, 8(a) set-aside contracts to cover a period of (5) years, with a one-year base period, and four additional one-year option periods. The total project value, which is the value that is expected to cover all of the multiple IDIQs, is estimated to be $174,000,000.00. The IDIQ contracts will include requirements that are both UNCLASSIFIED and CLASSIFIED. Additionally, US citizenship of contractor personnel is required to perform under the subsequent contract(s). The NAICS code, 236220, for this requirement has a small business size standard of $31 million. Construction work required by the contractor(s) will involve all trades normally utilized in construction, to include but not limited to: installation and movement of heavy equipment, electrical, plumbing, mechanical, masonry, carpentry, sheet metal, and painting. Some task orders may require concrete, steel erection, ceramic tile, carpet, sprinkler or fire alarm device installation and programming. The Contractor shall manage, administer, supervise and inspect the construction. The coordination and supervision of all work shall be the Contractor's responsibility. The Contractor shall provide storage, warehouse, management, safeguarding and transportation of all materials, equipment, and supplies required for each project completion. For design-build efforts, the Contractor(s) will also be required to provide all the necessary architect-engineering functions in conjunction with normal construction trades to produce a complete useable facility. General project types will include, but are not limited to: (1) Main Structural Upgrades; (2) Restroom Upgrades; (3) Upgrade Fire Management System; (4) Upgrade Sprinkler Systems; (5) Perimeter Lighting; (6) Perimeter Protection; (7) Restroom Renovations; (8) Renovation of Administrative Areas; (9) Canteen Renovations; and (10) Renovation of Production Areas. DHS anticipates posting RFP HSHQDC-07-R-00050 on or around July 31, 2007 on FedBizOpps.
