Description
We are seeking 8(a) Federal Supply schedule holders The Department of Labor?s, Office of Disability Employment Policy (ODEP) has an requirement to provide research and evaluation, analyses; report writing, including white papers, briefing papers, etc.; technical assistance, training, and task-related logistical and administrative support to assist ODEP in improving the quality of data and information it provides to its stakeholders. The performance requirements of this blanket purchase agreement shall revolve around policy and effective practices identification in the areas of workforce systems, including youth transition; employers and the workplace; and employment-related supports. However, future subject areas of concern are not predictable. They will depend on a variety of factors including the policy priorities and concerns of the Administration and of the Secretary of Labor, legislative developments in the Congress, trends in the nation?s economy and labor market, and the emergence of issues and pressures among various constituencies on the issue of disability. The research and evaluation studies are also intended to support the agency?s efforts to comply with the Government Performance and Results Act (GPRA), measuring and reporting performance, and using those results to improve agency performance. As such evaluations to be undertaken may include: effectiveness and efficiency studies; studies of cost effectiveness; verification of program performance information; assessment of performance measures; measures of impact; analysis of budget and performance integration; assessments of efficiency measures; and estimates of customer satisfaction and the like. In summary, the service requirements of this blanket purchase agreement are to support the agency?s in-house policy development and reporting requirements through the accumulation and verification of information and analysis of data and to provide research, evaluation, technical assistance and training support for ODEP?s policy programs. In addition to the design and conduct of short and long-term research and evaluation projects, services and products under this contract shall include task-related logistical support for meetings and conferences, and statistical analysis support as needed.
