- Project Title: Refurbish Elevators. Project Location: VA, CCHCS, Bldg # 1, Fresno, CA Project Number: 570-06-104 Contractor shall refurbish Elevators P1, P2, P3, and P4. Replace existing relay-based system with solid-state controls, refinish cab interiors and additional work in accordance with the drawings and specifications to be provided with the RFP. Contractor shall also refurbish the individual cars and car controls to meet current code requirements, and upgrade the lighting and interior finishes. Work includes general construction, alterations, mechanical and electrical work, elevators and necessary removal of existing structures and construction and certain other items. It is critical that the contractor for this job provide a state of the art control system that will serve this facility for the next 30 years. The existing system was installed in 1949 and overhauled in 1991. The coordination and pace of the work is also extremely critical as these 4 elevators represent all vertical transportation for the facility (two passenger and two freight elevators). The time required to complete each elevator must be minimized to insure that patient care is not compromised. These systems will result in greater than normal challenges to retrofit modern controls. Contractor shall have experience not only in retrofitting controls, but also in maintenance of older systems. Estimated price range for this acquisition is between $1,000,000 and $2,000,000. Estimated period of performance for this acquisition is 435 calendar days after issuance of Notice To Proceed (NTP). It shall be finalized in the RFP. This acquisition shall be conducted and award shall be made on a full, open, and unrestricted basis. This acquisition shall be a negotiated, competitive procurement utilizing best value trade off procedures IAW FAR Part 15. Both a technical proposal and a price proposal shall be required. Award shall be made to the Offeror whose Offer, after price proposal and technical proposal are evaluated by the Government, demonstrates and represents best value to the Government. Solicitation shall be issued and Award shall be made pursuant to the Small Business Competitiveness Demonstration Program.
