Description
DESCRIPTION: Modification to the C-130 AVIONICS MODERNIZATION PROGRAM (AMP) LOW RATE INITIAL PRODUCTION (LRIP) MARKET RESEARCH ANNOUNCEMENT. Contracting Office: Department of the Air Force, Air Force Materiel Command, Aeronautical Systems Center, 866th Aeronautical Systems Group, Wright Patterson AFB, OH, 45433, anticipates issuing, on or about October 2007, a sole source Request for Proposal to The Boeing Company, 2401 East Wardlow Road, Long Beach, CA 90807-5309 for the manufacture and installation of approximately twenty-two (22) C-130 AMP LRIP kits and approximately 15 Lot 4 Full Rate Production (FRP) kit buys as a transition from LRIP to FRP. The scope will include sustaining engineering tasks, including but not limited to, deficiency reporting, correction of deficiencies, over and above maintenance actions, and parts obsolescence management, and an embedded source familiarization phase to enhance outyear competitive options. The scope also includes, but is not limited to, support requirements such as Type 1 aircrew, maintenance, and installation training; training system modifications, as required, to support LRIP-equipped aircraft; and Interim Contractor Support. This LRIP effort may contain elements of both United States Air Force and Foreign Military Sales requirements. The planned period of performance for any contract action to be issued as a result of this solicitation is FY08 through FY13. This acquisition is a follow-on to the competitively awarded C-130 AMP System Development and Design contract currently being performed by Boeing (F33657-01-C-0047). A complete reprocurement data package is not available (See Note 22). Potential offerors must: (1) possess or demonstrate the ability to acquire program management, materiel requisition, manufacturing/fabrication, installation, engineering, financial, contracting, and quality assurance personnel; (2) possess or demonstrate the ability to possess adequate facilities and support infrastructure to complete manufacturing/ fabrication/installation requirements; (3) demonstrate sufficient detailed understanding of C-130 AMP kit design requirements/training/ancillary requirements sufficient to successfully complete physical/functional configuration audit (PCA/FCA) requirements prior to government hardware acceptance; (4) possess or demonstrate a thorough understanding of C-130 Combat Delivery fleet configuration status, and associated kit modifications to meet common configuration installation requirements; and (5) be capable of incrementally delivering approximately 22 PCA/FCA compliant LRIP kits by 4QFY12 and incremental installation of those kits by 2QFY13. Any response to this synopsis must provide evidence of the ability to meet these requirements and be submitted no later than 30 July 2007. This notice of intent is not a request for competitive proposals for this immediate acquisition. The Air Force?s intent is to pursue competition for future AMP requirements. The purpose of this synopsis is to determine if any competitive sources exist and to notify industry of the impending action so that possible subcontracting opportunities may be pursued.
