Description
The Directorate of Logistics and Sustainment, Headquarters Air Force Materiel Command (HQ AFMC/A4), located at Wright-Patterson Air Force Base (WPAFB), OH is seeking a small business source to provide technical and consulting services as part of the Air Operations Combat Support (AOCS) Program. The Air Force intends to award from a GSA Federal Supply Schedule, in accordance with Federal Acquisition Regulation (FAR) 8.4 and MP5315.3 for this requirement. The Request for Proposal (RFP) number is FA8604-07-R-7037. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular FAC 2005-17 & Class Deviation 2005-o0001 and DFARS Current to DCN 20070531 Edition. Please see the attached solicitation for incorporated clauses and line item structure. This solicitation incorporates the following clause in full text: Air Force FAR Supplement (AFFARS) 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Craig A. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. The period of performance for this acquisition is 18 months. One (1) base year (12 months) plus one (1) Option Period (6 months), starting approximately 30 September 2007. This acquisition is reserved for small business. Firms responding to this announcement should indicate their size, particularly if they are a small business, small disadvantaged business, woman-owned small business, HUBZone small business or service disabled veteran-owned small business, and should also indicate if the firm is foreign-owned. Foreign contractor participation is not permitted. This solicitation is a 100% Small Business Set-Aside NAICS Code: 541511 Size Standard: $23,000,000 Contractors responding to this RFP shall submit their proposals in accordance with the attached solicitation by 4:00 PM EST on 8 August 2007. OVERVIEW: The heightened operational tempo of worldwide military and disaster relief missions is stretching Air Force capabilities thin and significantly increasing ?wear and tear? on both equipment and personnel. Visibility into expeditionary operations is constrained due to ?stove-piped? legacy systems and manually ?integrated? business practices. Excessive time is required to obtain, reconcile, and assess mission-critical information. The lessons learned from operations in Iraq and Afghanistan demonstrates that improvements in air combat support planning and execution are urgently needed in order to deliver more responsive and effective mission capabilities to warfighters. Specific examples of known problems include: ? Compressed crisis action planning timelines result in numerous misalignments of forces, with illogical phased movements and forces frequently deployed to the wrong locations. ? Planners have difficulty accurately depicting operational impacts based on air combat support posture. ? There is a lack of experience in establishing expeditionary bases in austere conditions. ? Combat support has different meanings within the Joint Service community, leading to issues resulting from miscommunication/interpretation among services. ? Feedback mechanisms and performance measurement evaluations are incomplete; metrics are defined and tracked, but with no goals and standards for assessment being defined. These problems result in commands and headquarters not having timely, actionable air combat support information, thereby adversely affecting their ability to conduct timely and effective air operations. The Directorate of Logistics and Sustainment, Headquarters United States Air Force Materiel Command (HQ AFMC/A4), intends to implement and improve logistical command and control decision support and supply chain processes in order to improve global combat support of air operations. To implement these changes, HQ AFMC/A4 requires consulting services to collaborate with key process stakeholders throughout the logistics and operations communities across the Department of Defense (DoD). Technical services are also needed to provide rapid prototyping capabilities that allow insight to the programmatic and policy actions needed to rapidly improve the fusion between combat support and air operations; significantly improving the timeliness and effectiveness of logistical support across the combat support domain.
