Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-Q-0027 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract for a one year subsc ription to Engineering Village 2 provided by Elsevier Engineering. This requirement is for a one year subscription to an interdisciplinary database that provides a broad coverage across a range of fields in engineering with online access to COMPENDEX, the premier electronic resource for engineering materials. The required database offers unlimited user access to current and retrospective searching of critical mission sustaining resources in a wide range of engineering subjects. It delivers bibliographic information direction to the desktops of Redstones Library staff and customers with links to full text journals online for those titles. CLIN 0001 will be for the above stated subscription. Shipping costs for delivery shall be included in the quote as F OB destination for Redstone Arsenal, AL. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 1 August 2007, noon (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contai n all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The Government intends to acquire a commercial item using FAR Part 12. The solicitation/ resulting contract include the following provisions/clauses: Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms a nd Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 12:00 noon, (CST), 1 August 2007, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m . local time on 1 August 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effo rt on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. In the event multiple quotes are submitted award will be made on the basis of lowest price technically acceptable. Oral commu nications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Electronic quotes are preferred, but fax quotes will be accepted.
