Description
This proposed procurement is for the purchase of one septic vacuum pumper truck delivered F.O.B. Destination Glacier National Park, West Glacier, Montana. Contractor will have 150 calendar days after award to deliver to destination. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ONLY HARD COPY PROPOSALS WILL BE ACCEPTED. Electronic or facsimilie offers are NOT authorized. All responsible sources may submit an offer which, if received timely, will be considered. N143507R120 is issued as a request for proposal and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-17. NAICS code: 336211. Offers shall be addressed to Contracting Officer, Administraton Building #295, National Park Service, Glacier National Park, West Glacier, MT 59936, and must be received by 4:00 p.m. local time August 6, 2007. Mark the proposal envelope with the following information in the lower left corner: Solicitaiton Number: NI143507R120 Date of Opening: August 6, 2007 Time of Opening: 4:00 p.m. local time Bid Item: Septic Vacuum Tank Truck BID ITEM: 1. Septic Vacuum Tank Truck; Quantity: 1 EACH SPECIFICATIONS: It is the intent of this specification to describe the minimum requirement for a diesel powered, conventional style truck with tank and vacuum pump which will be used to pump septic tanks and haul sewage through mountainous and unimproved roads. The truck, sewage tank and all components furnished under this acquisition shall be new and of the current model year production, complete with all features normally furnished as standard equipment including any additional options required to meet the specifications set forth in this solicitation. The tank and all component parts shall conform in strength, quality of material and workmanship to those standards recognized as among the highest in manufacturing and engineering practices in the industry. Truck shall conform to current Federal vehicle standards. The entire system shall meet or exceed ANSI safety standards. TRUCK CAB AND CHASSIS SHALL MEET THE FOLLOWING SPECIFICATIONS: - Tandem axle - Minimum 52,000lbs GVWR - Minimum 14,000lbs front axle - Conventional cab A/C and Heater - Cab to be white or yellow in color - Am/Fm radio - Cab mounted rotating amber beacon light - Diesel engine minimum 315 HP - Engine block heater - Vertical exhaust system - Engine compression brake - Heated fuel/water separator - 50 gallon minimum fuel capacity - Dual west coast and convex mirrors - Differential lock out, driver controlled - Transmission: minimum 10 speed manual - Suspension drivers seat - Rear mud and snow type tires size 11R - 22.5 - Front tires size 385/65R 22.5 - Matching rear and front spare tire and rim - Parts and service manuals - Set back front axle - Rear air suspension with in dash dump valve - Air dryer - Manual throttle control TANK BODY SHALL MEET THE FOLLOWING SPECIFICATIONS: - Aluminum tank or stainless steel tank. Minimum 2500 gallon main sewage compartment tank and minimum 200 gallon freshwater compartment. - Air shift PTO - PTO drive six vane water cooled Massport HXL400 or approved equal, 400 cfm vacuum pump. Pump shall have a mechanical oil pump with automatic oiling, integral valve to allow pump to operate in vacuum and pressure modes; must be liquid cooled, displace 400 cfm @ 1275 rpm, and sustain 25 Hg vacuum. Unit shall include oil separator, pressure relief valve, primary shut-off, and vacuum relief valve. - Plumbed with high temperature vacuum hoses and stainless steel T style clamps - 20 inch top manway and rear cleanout - hose trays both sides - tool storage box - 6 inch dump with heated valve or collar. - 4 inch intake with heated valve or collar - (4 each) 15 foot x 3 inch clear hoses with male and female cam-lock fittings on each hose. - sight glass or load indicator for both tanks - fresh water pump plumbed from fresh water tank to hose reel - manual wind hose reel with minimum of 100 feet x ? inch hose. - rear work light package - rear mounted rotating amber beacon light - rear bumper DESCRIPTIVE LITERATURE IS REQUIRED PER FAR CLAUSE 52.214-21. The Government intends to award a firm-fixed price contract to the offeror proposing to furnish a septic vacumm tank truck that is technically acceptable (conforms to the specifications), terms and conditions at the lowest price. Evaluation Factors: 1. Capability of the item offered to meet the Government requirement. (Descriptive literature furnished in the proposal shall specifically identify the item offered and that the item meets every requirement of the solicitation) 2. Past Performance 3. Price Provide a minimum of 3 references having purchased similar equipment from your company within the past two years. Include the type of equipment purchased, point-of-contact, and telephone number.
