Description
NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-07- 00176 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The Environmental Protection agency (EPA) anticipates that a purchase order will be awarded as a small business set-aside, firm-fixed price purchase order using Simplified Acquisition Procedures . The associated North Industry Classification System (NAICS) is 334516 and the size Standard is 500 employees. This procurement is for the acquisition of a Fourier Transforming Infra Red (FTIR) Spectrophotometer System. Required Specification: (1) The interferometer shall be of the refractive scan wedge design. With Mid-IR optics (7000-400 cm-1), utilizing and Ethernet interface to the data/instrument control system; (2) The sampling compartment shall accept gas sample mounting plate 7 inch by 7 inch with the center line of entry and exit windows for the transfer optics are 3.5 inch above and by 3.5 inch behind the front edge of the mounting plate; (3) The footprint of the analytical instrument should ne no larger than 18 x 24 x 10 inch; (4) Orientation of the gas cell. The Gas cell must be used in a vertical orientation due to limited bench space: (5) The detector module must be DGTS Type which operates at room temperature (60- 80 degree F) without liquid nitrogen cooling with a minimal spectral range of 12,000 - 200 cm-1 wavenumbers; (6) The system must use GRAMS/AI software for visualization, quantify and reporting data from various spectroscopic instruments; (7) The data acquisition and instrument control system must minimally be: Intel Pentium 4,3 GHZ, 256 MB RAM, 40 GB hard drive, CD-RW drive, integrated graphics controller, integrated Ethernet 10 Base instrument communications interface, enhanced keyboard, mouse, 17inch SVGA monitor and must be Section 508 compliant;(11) Delivered fob destination to Research Triangle Park, NC 27709. The Government intends to award a single purchase order to the responsible vendor whose quotation meet all the required specifications and represents the overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the required specifications. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and -Conditions--Commercial Items.
