- NASA/GRC has a requirement for Additional Free Piston Stirling Power Convertors (Quantity Two) and Accessories. NASA/GRC intends to purchase the items from Sunpower, Inc. of Athens, OH utilizing Sole Source rationale located in Section 6.302-1 of the FAR- ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The items include: 1) Quantity 2 of a 1kw Free-Piston Stirling Convertor, 2) Quantity 4 of FLDTs and Processors to Measure Piston and Displacer Positions, 3) Quantity 2 of Sets of Tuning Capacitors, 4) Quantity 2 of Electrically Heated Heads with Cartridge Heaters and Head Insulation and Shells (1 Head per Convertor) and 5) Quantity 2 of Unused Vibration Absorber Hardware. All items are due 6 months from receipt of order. NASA/GRC intends to purchase the items from Sunpower, Inc. utilizing 6.302-1 as Sunpower, Inc. was selected for award of Solicitation Number NNC07ZRP018Q and awarded contract NNC07QB02P. 'Identical convertors are needed since the oscillating mass of each convertor must be identical to achieve balanced operation in a dual-opposed configuration'. As Sunpower, Inc. is providing the initial two units, they are uniquely qualified to provide the two additional identical units. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. local time on Friday, June 20, 2007. Such capabilities/qualifications will be EVALUATED SOLELY for the purpose of DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing no later than 12:00 p.m. local time on Friday, June 20, 2007. An ombudsman has been appointed - See NASA Specific Note "B".
