Description
Solicitation No. ED-07-R-0025 is hereby amended as follows: (1) Under Part 1 - Written Narrative (Technical) and Past Performance References, the following clarification is provided: a) The five (5) page limit pertains to the written narrative (technical) response to the Statement of Objectives only and not to the Past Performance references. b) Resumes of proposed personnel shall be provided. Individual resumes are limited to two pages each, and will not count against the five (5) page technical narrative. c) Past Performance references are to be included as an appendix to Part 1 of the proposal submission. References may be contacted by the Government to verify relevance of past performance and customer satisfaction. Each reference is limited to one page and shall include all of the reference information included in the original solicitation, the original contract price, including options, and a description of the services provided. At least three (3) past performance references but no more than five (5) references shall be submitted. Past performance references will not be counted against the five (5) page limitation for the technical narrative. (2) Under Part 2 - Price Proposal, the following clarification is provided: With regard to estimating travel costs, assume one (1) roundtrip per month to Federal Student Aid, Washington, DC is necessary for this effort. (3) Under Statement of Objectives, Section II Scope of Work, the following clarification is provided: The Executive Management Team (EMT) consists of the Chief Information Officer, Chief Financial Officer, Communications and Administration Officer, Business Operations Officer, Program Compliance Officer, Student Aid Awareness and Application Service Officer, and Enterprise Performance Management Services Officer, and no more than 40 direct reports. Strategic and Leadership Assessment, Alignment, and Development Vendor Questions and Federal Student Aid Answers to Solicitation Number ED-07-R-0025 Q1: Is there an incumbent consultant for this work? A1: Yes, Teycon Group, Inc. Q2: You just ask for corporate but not personnel qualification. Do you want personal qualifications of the principal consultants proposed? A2: Yes. Please see amendment for requirements for resumes. Q3: Given the executive level of this project and your presumed intent to contract with qualified professionals, are you requiring certification (e.g., Certified Management Consultant, Master Certified Coach, or Certified Professional Facilitator) for all proposed consultants or just the project manager/leader? A3: No certification is required for proposed consultants. Q4: Is this the first time this work is being outsourced? A4: No, this requirement has been outsourced once to date. Q5: Is there a company already in mind for this work? A5: No. Q6: Has a pre-determination been made as to how many people are required for fulfillment of this contract? A6: No, there is no pre-determined number of people required for these services. Q7: Besides facilitation of the Federal Student Aid HC Planning offsite, will any additional work in this area be required? A7: Yes. Specific work orders will be issued for assignments. Q8: Are there any specific Federal Student Aid clients or customers that offerors should have experience with? A8: Federal Student Aid clients and customers consists of members of our internal organizational - CIO, CFO, Communications and Administration, Business Operations, Program Compliance, Student Aid Awareness and Application Service, and Enterprise Performance Management Services, and any other internal organizations. Q9: We would like to submit a proposal, but the deadline for submission of March 23, 2007 -- four days from our date of receipt -- is too close for us to be able to respond. We wonder whether an extension of five (5) business days might be made to the solicitation. A9: Please note the revised due dates provided in the amendment to the solicitation. Q10: The proposal due date is 3/23/07, which gives us approximately 5 days to prepare our proposal, Is it possible to extend the due date (an additional 3 days) to give us adequate time to submit a quality proposal. A10: Responses to all questions will be made available on Thursday, March 22nd. Please note the revised due dates provided in the amendment to the solicitation. Q11: In terms of place of performance, are you allocating one FTE spot at your location or is that spot open only for visits while the rest of the work is done at the contractor site? I'm just trying to get clarification on the place of performance. A11: Workspace will be provided, as needed, when onsite at Federal Student Aid's location. Otherwise, the contractor is to provide required workspace. Q12: Also, how many total FTE's are you expecting? A12: You are required to propose the number of FTE's as appropriate, to meet the requirement. Q13: Is this a new initiative or a continuation of an existing activity? A13: This effort is a continuation of an existing activity. Q14: If the proposal is received via email by the deadline, may the hardcopies arrive at a later time? A14: Please note the revised due dates provided in the amendment to the solicitation. Q15: Are references limited to three if more can be provided to show an extensive breadth of expertise? A15: No. Please see amendment regarding changes to the submission of past performance references. Q16: If a reference is provided that is slightly more than the three years limitation, is it disqualified from consideration? A16: As long as the performance of the services were within 3 years from the closing of the solicitation, the reference will be considered. Q17: How soon after submission of proposals is an award anticipated to be made? A17: Award is anticipated on or about April 13, 2007. Q18: Is there funding already set aside for this effort? A18: Yes. Q19: Is it possible that the submission date for proposals may be extended (especially if answers to questions are not received in sufficient time to incorporate into the proposal)? A19: Please note the revised due dates provided in the amendment to the solicitation. Q20: Are you assuming that the selected vendor will provide a single individual to perform all services, or a variety of staff who collectively fulfill all the requirements? A20: You are required to propose the number of FTE's as appropriate, to meet the requirement. Q21: Do you expect individual staff members and their qualifications to be identified within the 5 page limitation of Part 1, or is the sum of the total corporate qualifications adequate? A21: No. Please see amendment for requirements for resumes. Q22: Would it be possible to extend the due date for submission of proposals in this instance? A22: Please see the amendment regarding the response date for proposals. Q23: Have services similar to this been completed for Federal Student Aid in the past? If so, how long ago? A23: Yes, for approximately two years. Q24: What is the estimated budget for this work? A24: The Government will not provide an estimate for the work to be performed. Q25: Why is the turn around time so short for this proposal? A25: We anticipate award on or about April 13, 2007. Q26: As part of the experience, the following was stated: "Knowledge and experience with Federal Student Aid clients and customers". Can you please provide an example of who these people/organizations may be? A26: Please see answer to Question #10 above. Q27: When must the hard copy of the proposal be received at the stated address? A27: Please note the revised due dates provided in the amendment to the solicitation. Q28: The RFP indicates the Department is contemplating a time and materials contract. What other types of contracts are being considered? A28: No other type is being considered. Q29: Given that the Department will issue work orders for specific assignments, how should hours be estimated - across tasks 1-7, by labor category, or via a formula? A29: An estimated number of hours was provided in the solicitation. Q30: Should our five page narrative include responses to Statements I-VII in the solicitation? A30: Yes. Q31: Should we include resumes of proposed personnel? If so, there a page limit for the resumes? A31: Yes. Please see amendment for requirements for resumes. Q32: Does the Department plan to make multiple awards? A32: No. Q33: The due date of Mar 23, 2007 - is that for the email to arrive by then? or must the one original and 4 copies get there by the 23rd as well? A33: Please note the revised due dates provided in the amendment to the solicitation. Q34: What is the assumption about on-site presence required - the number of trips to FSA offices that would determine the estimated expenses? A34: Please see amendment to clarify travel estimates. Q35: Could I include FSA as a reference or is contracting looking to review 3 references that are outside of FSA? A35: FSA references are authorized. Q36: I assume all instructions are provided in the 6 pages and that I do not need to refer to FAR 52.212-1 or FAR 52.212-2? A36: You are required to refer to all applicable instructions to the solicitation. Q37: Are there are any resume requirements? A37: Please see amendment for resume requirements. Q38: Do we need to identify a project manager or key personnel? A38: Please see amendment regarding resume requirements. Q39: Will more than one award be made? A39: No. Q40: Is an extension for the response beyond 3/23 possible? A40: Please see the amendment regarding the response date for proposals. Q41: Are the three required references (past performance) included within the five page limit or can they be included as an appendix? A41: Please see amendment for submission of past performance reference information. Q42: Is the price proposal included in the five page limit? A42: No. Q43: Can an example work order be provided to illustrate specifics on the scope/direction of the tasks that will be required? A43: Please refer to Section II of the Statement of Objectives regarding the type of work to be performed for work orders. Q44: Does the scope of a future work order involve individual coaching for each member of the COO and EMT teams? If so, how many people does that include? A44: It is possible that future work orders will involve individual and/or group coaching for the EMT and their direct reports. There is one COO, eight EMT members, and not more than 40 direct reports. An organization chart is provided in the amendment. Q45: How are we going to show other direct costs and travel in a time and materials contract, especially when we are not sure where and how often the travel should be?
