Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS)Protected Species Division located in Honolulu, HI intends to acquire services to facilitate the further development of the Pipin Photo-ID catalog of spinner dolphins in the Pacific Islands Region by coordinating the integration and processing of available photo archives. The period of performance is September 1, 2007 - August 31, 2008. Background The Pacific Islands Photo-Identification Network (PIPIN) was initiated by a U.S. Marine Mammal Commission (MMC) grant to the cetacean research program at the Pacific Islands Fisheries Science Center (PIFSC) in Honolulu. The funding was directed to support a collaborative photo-identification (photo-ID) catalog that will integrate the efforts of various researchers conducting photo-ID studies on spinner dolphins (Stenella longirostris), and other species, in the waters of the Pacific Islands Region (PIR). An original goal of the PIPIN project was to develop a community-based network of researchers, ideally hosted by a local non-profit in Hawai?i. To accomplish this, and to further develop the PIPIN photo-ID catalog, funds are available to support a local non-profit to facilitate the data processing and integration tasks necessary to incorporate existing datasets into the PIPIN database. Purpose of project To facilitate the further development of the PIPIN photo-ID catalog of spinner dolphins in the PIR by coordinating the integration and processing of available photo archives. This will be conducted by the contracting organization through a competitive Request for Proposals (RFP) open to researchers studying spinner dolphins in Hawai?i and the disbursement of funds to awardees. The procedure for awarding funds will be guided by the current PIPIN steering committee. Evaluation Criteria Choice of non-profit contractor will be based on 3 criteria, (1) proven track record dealing with digital archives of cetacean photos, (2) non-profit must be located in Hawai?i to maintain strong local support for the PIPIN project and (3) evaluation of administrative costs for completing the task. Deliverables The contracting non-profit will provide an RFP for photo data processing and database integration projects and will complete the disbursement of funds by March 1, 2008. This is a simplified acquisition with an estimated value of less than $100,000
