Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in La Jolla, CA intends to acquire Sea Turtle - Fisheries bycatch reduction in Chile . The period of performance is from date of award through February 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. The known source is Ong Pacifico Laud. Pacifico Laud will carry out objectives outlined under the US-Chile Fisheries Cooperation Agreement, coordinated by the Sub Secretaria de Pesca de Chile. Objectives are to 1) quantifying sea turtle bycatch in a) pelagic longline fisheries and b) artisanal coastal driftnet fisheries off Chile 2) Gear experiments to test efficacy of circle hooks and bait types in reducing sea turtle bycatch Bycatch: Pacifico Laud will coordinate training and place observers on as many commercial longline vessels as funding allows (minimum 50% of fleet) to collect data on sea turtle bycatch. Observers and fishers will be trained to implement procedures to reduce mortality resulting from bycatch, including resuscitation of comatose turtles and use of line-cutters to free entangled leatherbacks. Biological samples will be collected and sent to NMFS for genetic and other laboratory analysis. Pacifico Laud will also evaluate sea turtle bycatch in artisanal driftnet fisheries, and conduct outreach to reduce sea turtle mortality. Port surveys will be conducted to quantify fishing effort and bycatch through collaboration with a network of fishers who will be trained to identify sea turtle species, collect samples and document (photograph) turtles encountered. Chilean observers and/or scientists will attach satellite transmitters to loggerhead and leatherback turtles. NMFS will provide capacity building, flipper tags and applicators, satellite transmitters, and genetic sampling kits. Gear Experiments: Pacifico Laud will conduct experiments to test the effects of using circle hooks and mackerel-type bait on catch of swordfish and sea turtles. Experiments will be based on those conducted by NMFS in the Atlantic longline fishery, which have shown that use of 18/0 circle hooks and mackerel bait are effective at reducing bycatch of sea turtles without affecting swordfish catch. Experimental design will be coordinated with NMFS scientists. Hooks will be provided by NMFS. Strandings Pacifico Laud will collect information on sea turtle strandings and samples for genetic and other samples which will be sent to NMFS. Products Experimental design and data analysis will be coordinated with NMFS. A final report will provide estimates of effort by different fisheries, and bycatch rates for different sea turtle species. Report will also describe abundance and distribution in fishery bycatch, strandings and sightings. Electronic copies of data will be provided to NMFS. Samples from turtle strandings and bycatch will be sent to NMFS periodically throughout the contract period. Train observers and place on longline vessels monthly August 2007 ? The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to Ong Pacifico Laud without further notice.
