- This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Honolulu, HI under the authority of 41 USC 253 (c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The purpose of this proposed contract is for two collaborative research project that run consecutively over the contract period. Phase 1 will focus on swordfish in the North Pacific Ocean and will span 5 months, Phase 2 will focus on Blue Marlin in the North Pacific Ocean and will span 3 months. The specific tasks will include compiling relevant catch, effort, and biological data, estimation of standardized metrics of relative abundance and model development and testing. The period of performance is 9/1/2007 through 4/30/2008. The government intends to negotiate a firm fixed price contract with the University of British Columbia. This notice of intent is not a request for competitive proposal. However, all proposal received within 15 days after date of publication of this synopsis will be considered by the government. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to the University of British Columbia without further notice. This is a simplified acquisition with an estimated value of less than $100,000 ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
