Description
NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Policy, Planning and Budget (OPPB) The Office of Policy, Planning and Budget (OPPB) is located within SAMHSA?s Office of the Administrator. The mission of the OPPB is to develop policy recommendations and issues for the Administrator and senior leadership; to manage the coordination of the Agency=s national program policies; to provide Agency leadership and expertise on issues such as alcohol, HIV/AIDS, minority health, and women=s services; to manage the planning and budget formulation processes, the Government Performance and Results Act (GPRA), grant funding announcement development, extramural policy development functions, the Healthy People 2010 initiative and to provide support for the SAMHSA National Advisory Council, and the Advisory Committee for Women?s Services. SAMHSA, like all government agencies, is obligated to evaluate its programs to assure that they are achieving the purposes for which they are intended, operating in accordance with legislation and other guidance, and being implemented in an efficient manner. The Office of Management and Budget expects programs to conduct regular, independent, high quality evaluations, and considers evaluations in scoring programs on the Program Assessment Rating Tool. SAMHSA has not had a consistent policy on evaluations, and currently responsibility for planning and overseeing evaluations is decentralized throughout the agency. Recently, the Center for Mental Health Services has drafted an evaluation policy for its programs. In addition, the agency has identified program evaluation as one of the technical competencies required for public health advisors and analysts. Staff have identified this as an area in which they would like further instruction. The evaluation guide is not meant to be a textbook on evaluation. Rather, it is to be a SAMHSA-specific resource for project officers in deciding what types of evaluations are appropriate for various types of SAMHSA programs; when to initiate steps toward evaluating a program; what the various external constraints are. It is expected that the product will be developed based on consultation with SAMHSA staff, review of materials supplied by the project officer as well as those available in print and on the Internet, and the Contractor?s expertise. Interested parties possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor?s name and business address; the name, phone number and e-mail address of a point of contact; the contractor?s Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
