Description
NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Policy, Planning and Budget (OPPB) The purpose of this purchase order is to provide assistance and support for the OPPB on various agency-wide extramural policy, planning, and program activities. This arrangement will enhance the ability of OPPB to address, coordinate, and implement these activities in a timely and effective manner. Significant changes have been made in the HHS grants policies that govern the operations and management of these programs and to the HHS and SAMHSA grant development and announcement processes. In response to these extramural program changes, SAMHSA has accelerated the process of updating existing policy documents and developing new guidance. To ensure consistent implementation, SAMHSA staff must be trained on the policies and related procedures. In completing this purchase order, the Contractor shall: A. Develop SAMHSA Extramural Policy Statements (SEPS): The documents that convey SAMHSA?s policies and procedures for extramural program and application review activities are referred to as SEPS; the SEPS replaced the agency?s Instruction and Information documents (I&I). Generally SEPS are internal documents that are posted on the SAMHSA intranet. Occasionally, the documents include information that must be shared with the public in written form. In those instances, SEPS are posted on the SAMHSA web site and sometimes published in the Federal Register. The Contractor shall research and develop a SEPS on a topic such as the feasibility of allowing Federal funds designated for infrastructure programs to be used for the provision of services for incarcerated populations. B. Develop Standard Operating Procedures for Committee Management Work: SAMHSA and its three Centers administer six advisory Councils/Committees which operate within the legal framework of the Federal Advisory Committee Act (FACA). The council and committees perform a policy and program advisory role for the Agency and the three Centers. While each Center is responsible for managing its Councils/Committees, OPPB is responsible for overseeing the management of the six groups. There are reporting requirements and other responsibilities performed by staff across the agency. Although staff from OPPB and each of the Centers carry out these activities, OPPB staff are responsible for coordinating and providing guidance on implementation of these cross-cutting projects. Consistency is critical to successfully carrying out these responsibilities. OPPB must provide clear standards and procedures with respect to the development, processing, and submission of the documents. Face-to-face training with SAMHSA staff, in a classroom format, has proven to be an effective way to accomplish this goal. The Contractor shall develop two SOPs on topics such as chartering/re-chartering National Advisory Councils/Committees and Ethics as related to Council members. C. Provide Training on Standard Operating Procedures. Consistent interpretation and implementation of the agency?s operating procedures are essential to fully and successfully implementing the agency?s activities. The Contractor shall develop a training module from the materials developed under item B above (Develop SOPs) and work with the Project Officer (PO) on preparing and conducting a training session for the SAMHSA staff that are responsible for implementing the procedures. Interested parties possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor?s name and business address; the name, phone number and e-mail address of a point of contact; the contractor?s Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
