CONTRACTING OFFICE ADDRESS Department of the Air Force, Air Force Materiel Command, Ogden Air Logistics Center, 984 CBSG/OBS, 6041 Gum Lane, Bldg 1226, Hill AFB, UT, 84056-5824 DESCRIPTION Secondary Power Logistics Solution: The Secondary Power Commodity Council (SPCC), 84th Combat Sustainment Wing, Hill AFB, Utah, intends to award a sole source, non-commercial, firm fixed price with economic price adjustment contract to Hamilton Sundstrand Corporation (HSC) for a services acquisition called Secondary Power Logistics Solution (SPLS) focused on Secondary Power Systems for, but not limited to, the following weapon systems: F-16 and KC-135. SPLS, a Performance Based Logistics (PBL) concept, incorporates a public-private partnership between the contractor and Depot Maintenance at Hill AFB Utah and NADEP Cherry Point North Carolina. The cornerstone of PBL is the purchase of weapon system secondary power system sustainment as an affordable, integrated package based on output measures such as material availability and reliability rather than input measures, such as parts, technical services, and repairs. SPLS is the best strategy for the Air Force to reduce costs and optimize support to the Warfighter. The maximum contract period for this effort will not exceed 10 years. The anticipated award date is on or about 04 June 2008. Justification for Sole Source Acquisition: The statutory authority applicable to permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii) and (iii), only one responsible source and no other supplies or services will satisfy agency requirements. Hamilton Sundstrand Corporation is the current Original Equipment Manufacturer (OEM), and the only responsible source who owns the necessary design, configuration, manufacturing, production, and process data capable to perform the required significant reliability improvements to the secondary power systems. Also, the degree of reliability improvements being sought are of a nature that will likely require HSC to be deeply involved in configuration management issues and systems engineering design, i.e. some of the reliability improvements sought will result in significant system design changes, which will require access to original design data and OEM intellectual property. This effort may also require the contractor to supply newly manufactured major components to meet SPLS requirements. Solicitation & Technical Data Availability: Because SPLS is a sole source acquisition, a solicitation will not be available; instead a request for proposal will be issued directly to HSC. Negotiations shall be conducted using the Integrated Process Team (IPT)/One Pass Pricing process. HSC is not required to furnish a technical data package to the Supply Chain Management Program Office, and therefore a data package is not available to interested sources to aid in accomplishment of SPLS integration on the above-designated platforms. All responsible sources may submit a proposal, which shall be considered by the agency. Ombudsman: AFFARS 53532.201-9101 Ombudsman is applicable. OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Ms. Julie Primbs at (801) 777-0768, OO-ALC/PKP, 6038 Aspen Avenue, Bldg 1289, Hill AFB, UT 84056-5824. (d) The ombudsman has no authority to render a decision that binds the agency.
