Description
The Force Health Protection Office Support Team (FHPO-ST) Contractor shall provide full-time Subject Matter Experts (SMEs) for three primary functional areas: Medical Deployment Cycle Support Coordinator, The Medical Protection System (MEDPROS) Readi ness Coordinator; and MEDPROS Trainer. The primary objective of this work is to analyze, track and monitor the medical deployment cycle support status and the individual and unit medical readiness of USAREUR Soldiers and units through the use of medical s ystems, forms/reports, as well as perform database development and system maintenance, and provide sufficient classroom, desk-side, and other forms of MEDPROS training for all units. The Medical Deployment Cycle Support Coordinator (MDC-SC) shall be the SM E for medical deployment cycle data capture methods at various events (pre-, re- and post-deployment reassessment, in-, out-, and readiness-processing) throughout the USAREUR Theater. The MDC-SC shall also serve as an alternate (supporting role) for the M EDPROS help desk.The MEDPROS Readiness Coordinator (MRC) shall be the SME for MEDPROS at various events (see above); and execute a variety of tasks involving the collecting, interpretation, analysis, and presentation of MEDPROS medical readiness data relat ing to the preparedness for deployment and mobilization of USAREUR units and individuals. The FHPO-ST will be located in Heidelberg, Germany. The base support team shall consist of the Medical Deployment Cycle Support Coordinator (MDC-SC), MEDPROS Readi ness Coordinator (MRC), and MEDPROS Trainer (MT), and part-time administrative support. The estimated workload for these positions are 1,920 hours per year per SME and 1,248 hours per year per Administrative Assistant. The MRC shall also serve as the prim ary point of contact for the MEDPROS help desk.The MEDPROS Trainer (MT) shall develop and execute a curriculum for MEDPROS training to support all units in USAREUR using lecture, demonstration, and practical exercise. The curriculum will be competency-bas ed to ensure students completing the training meet essential MEDPROS data entry skills.The FHPO-ST Administrative Assistant shall provide, but not limited to, the following services: managing a calendar, office correspondences, planning, organizing meeting s, travel and Temporary Duty (TDY) requirements, typing support, timesheet and travel expense administration and general office administration, clerical duties for electronic and paper files, and serve as central point for receiving customer support reques ts, internal review and management tasks, tracking suspense dates, and other routine office and equipment management tasks.Contractor personnel require access to classified Time-Phase Force Deployment Data (TPFDD) troop movements in order to coordinate and plan Pre-Deployment/Re-deployment medical readiness operations with ERMC MTFS/Clinics and shall have access to data and information classified as SECRET. Contractor personnel are required to have the appropriate level of investigation and SECRET securit y clearance. Contractor personnel shall be competent in the use of Microsoft Office 2003 applications; including Outlook, Excel, Word, and PowerPoint. The Contractor shall have a good understanding of computer hardware, software, and peripheral equipment a nd be able to troubleshoot problems and provide appropriate solutions in a timely manner leading to minimal interruption. Contractor personnel shall design and request reportable information from the USAREUR units, compile, analyze, and evaluate informatio n. The Contractor shall submit and provide reports, correspondence, memorandums, briefings, and operating procedures in a grammatically accurate and clearly written format. Contractor personnel shall possess the ability to develop and sequence tasks leadi ng to a predetermined end state for force health protection tasks and campaigns. Contractor personnel shall be able to assist other staff personnel in task comp letion, as necessary. Contractor personnel shall organize functional meetings, briefings, and/or pertinent conferences and any associated support as necessary. Contractor personnel must be able to read, write, speak, and understand the English language. Th e Contractor shall possess extensive knowledge of the Armys mobilization process (Army Regulation 10-87) and FORSCOM mobilization plan. The Contractor shall be an expert in the USAREUR Deployment Cycle Support (AE 600-8-101: USAREUR Soldier Readiness Pro gram) process and understand the intricacies of deployment, redeployment and readiness processing (Soldier Deployment Cycle Support). The contractor shall conduct visits, telephonic discussions, briefings, and record reviews for individuals and units in or der to assess their readiness posture and to ensure supporting medical units are capable of meeting processing requirements. On-site assessments will be conducted for all battalion-sized (greater than 300 personnel) units deploying or redeploying in Germa ny. On-site assessments will be conducted for brigade-sized (greater than 1,000 personnel) units deploying or redeploying in the USAREUR area of responsibility. The Contractor shall develop, plan and conduct classes based upon the objectives of the Army M edical Department Center and School standard curricula (Program of Instruction). The Contractor shall present formal instruction in the form of lecture, conference, group discussions, briefings, and practical hands-on exercises. The Contractor shall orga nize, interpret, and present course materials, to give expression of the abstract principles and concepts associated with Soldier readiness as it relates to their Medical Deployment Cycle Support and MEDPROS information requirements (leaders and data entry personnel).
