Description
FED BIZ OPPS NOTICE Close Quarters Battle Kit, Squad Designated Marksman (SDM) Bipod W15QKN-07-R-0421 US Army Joint Munitions and Lethality, Life Cycle Management Command (JM&L, LCMC), Picatinny Arsenal, NJ on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring a mission unique bipod for CQB or Squad Designated Marksman (SDM) Bipod missions providing a stable firing platform. The Government will invite each offeror to submit fifteen (15) each bid samples (at no cost or obligation to the Government) for bid sample testing (BST) and evaluation, in response to a Request for Proposal (RFP) which is to be posted on or about 03 August 2007, with a closing date on or about 04 September 2007. The RFP will be issued as a Small Business Set- Aside, and shall result in a five-year Indefinite Delivery/Indefinite Quantity Contract. Interested Small Business vendors will have an equal opportunity to submit fifteen (15) each bid samples, along with supporting written proposal materials for evaluation. The RFP will clearly state each of the requirements, and will evaluate how well each candidate meets the Physical and Performance Characteristics outlined in the RFP. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil/ The item is envisioned to be a commercial off-the-shelf item(COTS). The item must currently be in production, as developmental items are not permitted. The SDM bipod shall be attachable to the M4 and M16 series of weapons via MIL- STD-1913 interface with the use of standard tools. The SDM bipod shall also provide a stable firing platform, and shall enable aimed-fire shooting support from the prone position. The SDM bipod shall be capable of being opened and closed during weapons operation. The bipod shall have the ability to adjust cant and leg height for leveling on uneven ground. The SDM bipod shall weigh less than 32 ounces. The SDM bipod shall be heat resistant so that it does not transfer excessive heat from the weapon system. The SDM bipod shall remain functional after being dropped while attached to the weapon. The SDM bipod shall withstand the firing of 1260 rounds, IAW TOP 3-2-045, without failure. The SDM bipod shall not interfere with the use or function of the weapon, ancillary equipment, or clothing and equipment worn or carried by the Warfighter. The contractor must be able to sustain a delivery schedule with a minimum of 50 SDM Bipod units per month, with the potential capability to increase to a maximum of 250 per month. The primary delivery destination shall be Red River Defense Distribution Depot, Texarkana, TX. However, the Government will reserve the right to place orders with alternate delivery destinations.
