Description
FED BIZ OPPS NOTICE Close Quarters Battle Kit, Forward Rail Bracket W15QKN-07-R-0422 US Army Joint Munitions and Lethality, Life Cycle Management Command (JM&L, LCMC), Picatinny Arsenal, NJ on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring a Forward Rail Bracket (FRB) that allows non-modular M16 weapons (i.e., without a MIL-STD-1913 rail system) to mount bipods or a weapons light. The Government will invite each offeror to submit fifteen (15) each bid samples (at no cost or obligation to the Government) for bid sample testing (BST) and evaluation, in response to a Request for Proposal (RFP) which is to be posted on or about 03 August 2007, with a closing date on or about 04 September 2007. The RFP will be issued as a Small Business Set-Aside, and shall result in a five-year Indefinite Delivery/Indefinite Quantity Contract. Interested Small Business vendors will have an equal opportunity to submit fifteen (15) each bid samples, along with supporting written proposal materials for evaluation. The RFP will clearly state each of the requirements, and will evaluate how well each candidate meets the Physical and Performance Characteristics outlined in the RFP. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil/ The item is envisioned to be a commercial off-the-shelf item (COTS). The item must currently be in production, as developmental items are not permitted. The FRB shall be configured to MIL-STD-1913. The FRB shall have the capability to attach a bipod, flashlight, and/or forward, vertical grip to a bottom rail, and shall feature (at a minimum) a bottom rail. The FRB shall be a minimum of 4 inches in length. The FRB shall attach to non-modular M16 series rifle, without any modification to the weapon, providing rail surface forward of the barrelnut. The FRB shall be installed and removed at the operator/user level. Attaching the FRB shall not require special tools. The FRB shall not melt, deform, or become unserviceable after firing a total of 1260 rounds, IAW TOP 3-2-045. The FRB, with a 2lb weight attached, shall withstand five-foot drop, onto concrete without becoming unserviceable. The FRB shall not interfere with weapon or ancillary device operation and/or function. The contractor must be able to sustain a delivery schedule with a minimum of 4,583 Forward Rail Brackets per month with the capability to increase to at least 22,917 per month. The primary delivery destination shall be Red River Defense Distribution Depot, Texarkana, TX. However, the Government will reserve the right to place orders with alternate delivery destinations.
