Description
FED BIZ OPPS NOTICE Close Quarters Battle Kit, Tactical Sling W15QKN-07-R-0423 US Army Joint Munitions and Lethality, Life Cycle Management Command (JM&L, LCMC), Picatinny Arsenal, NJ on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring a tactical sling that allows the Warfigher???s weapon to remain in a ready position while conducting non-weapon firing related tasks. The Government will invite each offeror to submit fifteen (15) each bid samples (at no cost or obligation to the Government) for bid sample testing (BST) and evaluation, in response to a Request for Proposal (RFP) which is to be posted on or about 03 August 2007, with a closing date on or about 04 September 2007. The RFP will be issued as a Small Business Set- Aside, and shall result in a five-year Indefinite Delivery/Indefinite Quantity Contract. Interested Small Business vendors will have an equal opportunity to submit fifteen (15) each bid samples, along with supporting written proposal materials for evaluation. The RFP will clearly state each of the requirements, and will evaluate how well each candidate meets the Physical and Performance Characteristics outlined in the RFP. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil/ The item is envisioned to be a commercial off-the-shelf item (COTS). The item must currently be in production, as developmental items are not permitted. Apart from an initial attaching bracket, the Tactical Sling shall attach to the M16A2, M16A4, M16A4 Modular Weapon System (MWS), M4, and M4 MWS without the use of any tools. The Tactical Sling shall attach, at a minimum, to the front swivel and buttstock attachment points. The Tactical Sling shall be quiet in operation as compared to current issued rifle sling. When the Warfighter releases the weapon, the weapon should remain in a ready position (as determined by the Warfighter) to reduce the time it takes to grab the weapon, acquire a target, and fire the weapon. The Tactical Sling shall allow the Warfighter to adjust for multiple shooting and carrying positions. The Tactical Sling shall be ambidextrous in function, and it must also feature a quick release type fastener to allow the Warfighter to rapidly separate himself from the weapon. The Tactical Sling shall not interfere with the use or function of the weapon or ancillary equipment. The Tactical Sling shall be compatible with all clothing and protective equipment worn or carried by the Warfighter. The contractor must be able to sustain a delivery schedule with a minimum of 4,583 tactical slings per month with the capability to increase to at least 22,917 per month. The primary delivery destination shall be Red River Defense Distribution Depot, Texarkana, TX. However, the Government will reserve the right to place orders with alternate delivery destinations.
