Description
FED BIZ OPPS NOTICE Close Quarters Battle Kit, Forward Grip/Bipod W15QKN-07-R-0424 US Army Joint Munitions and Lethality, Life Cycle Management Command (JM&L, LCMC), Picatinny Arsenal, NJ on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring a single, multi-function bipod/vertical grip to use as a stable firing platform and as an essential grip during CQB. The Government will invite each offeror to submit fifteen (15) each bid samples (at no cost or obligation to the Government) for bid sample testing (BST) and evaluation, in response to a Request for Proposal (RFP) which is to be posted on or about 03 August 2007, with a closing date on or about 04 September 2007. The RFP will be issued as a Small Business Set-Aside, and shall result in a five-year Indefinite Delivery/Indefinite Quantity Contract. Interested Small Business vendors will have an equal opportunity to submit fifteen (15) each bid samples, along with supporting written proposal materials for evaluation. The RFP will clearly state each of the requirements, and will evaluate how well each candidate meets the Physical and Performance Characteristics outlined in the RFP. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil/ The item is envisioned to be a commercial off-the-shelf item(COTS). The item must currently be in production, as developmental items are not permitted. The Forward Grip/ Bipod shall be attachable to the M4 and M16 series of weapons via MIL-STD-1913 interface with the use of standard tools, however without the use of tools is preferred. The Forward Grip/Bipod shall provide a stable firing platform. In addition, the Forward Grip/Bipod shall be gripped vertically when the Warfighter is firing from a standing or crouched stance, as during reactive fire when clearing a room, building, etc. The Forward Grip/Bipod shall also enable aimed-fire shooting support from the prone position, and shall also be capable of being opened and closed while on the move. The Forward Grip/Bipod shall not weigh more than 32 ounces. It shall be heat resistant so that it does not transfer excessive heat from the weapon system. The Forward Grip/Bipod must also remain functional after being dropped while attached to the weapon. The Forward Grip/Bipod shall withstand the firing of 1260 rounds, IAW TOP 3-2-045, without failure. The Forward Grip/Bipod shall also not interfere with the use or function of the weapon, ancillary equipment, or clothing and equipment worn or carried by the Warfighter. The contractor must be able to sustain a delivery schedule with a minimum of 4,583 Forward Grip/Bipod units per month, with the potential capability to increase to a maximum of 22,917 per month. The primary delivery destination shall be Red River Defense Distribution Depot, Texarkana, TX. However, the Government will reserve the right to place orders with alternate delivery destinations.
