Description
The purpose of this Sources Sought/Market Research is to identify potential sources capable of performing two separate remanufacturing efforts on 30MM PGU-13 High Explosive Incendiary (HEI) and 30MM PGU-14 Armor Penetrating Incendiary (API) cartridge s. The Government will provide PGU-13 HEI double/single band projectiles and PGU-14 API projectiles as Government Furnished Material (GFM) to procure new all up cartridges under NSNs:1305-01-539-1347/1305-01-539-0416 and 1305-01-539-1348. Cartridge compo nents include an aluminum cartridge case, nose cap, projectile (provided as GFM), M36A2 percussion primer, and propellant. Cartridge performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Accuracy, Environm ental Conditions, and Waterproofness. The technical data package (TDP) is classified Distribution D (Authorized to the Department of Defense and DoD contractors only). WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 2751 ET SEQ.) or the Export Administration Act of 1979, (Title 50, U.S.C., APP 2401, ET SEQ) as amended. Violation of these export laws is subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 5230.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See www.dlis.dla.mil/jcp/ for instructions and information). A respondent to this survey must have the a pplicable DU license to handle the 30MM PGU-14 API. A respondent to this market survey must have the facilities and skills required to produce and qualify the 30MM PGU-13 HEI and 30MM PGU-14 API cartridges. Specific production capabilities and skills req uired to manufacture the 30MM PGU-13 HEI and 30MM PGU-14 API Cartridges are as follows: prime case machine to insert the flashtube assembly and percussion primer into the cartridge case; propellant loader to weigh propellant and charge the cartridge case; cartridge assembly loader to insert the projectile body into the cartridge case, crimp, and gage cartridge chamber and height; pack-out equipment to assemble cartridges into tubes and load into containers; and ballistic test facilities and equipment for me asuring velocity, pressure, action time, time of flight, etc. Besides Load, Assemble, and Pack (LAP) equipment, additional production capabilities required are furnaces for heat treat and annealing, metal forming and machining equipment, anodize and phosp hate systems, material handling systems, tool room equipment, ultrasonic test equipment, and metrology and metallurgy laboratories. Production of the PGU-13 HEI and PGU-14 API Cartridges is very complex and requires sophisticated industrial capabilities. Specific skills required to produce the PGU-13 HEI and PGU-14 API Cartridges include: ammunition process/design engineers, set-up mechanics familiar with ammunition component and LAP production equipment; toolmakers and machinists to support all productio n facilities/equipment; personnel for programming and operation of LAP manufacturing equipment; certified inspectors, quality control engineers, and ballistics test personnel for in-process and final inspection, pack-out, First Article Test (FAT) and Lot A cceptance Test (LAT) ballistics testing, and shipment of ammunition products; machine operators for set-up and operation of various metal forming and machine tool production manufacturing equipment; personnel with expertise to control heat treat, quench, t emper of metal products to obtain ductility and hardness requirements; personnel familiar with phosphate and anodizing systems; ultrasonic technicians; metallurgists to test raw materials throughout the process to a finished product; personnel with extensi ve expertise in the manufacture and handling of propellant; and skills needed to maintain several items of unique or special type pieces of the equipment and fa cilities. These critical skills require an extended period to acquire the job knowledge adequate to provide a quality product in a timely manner. A respondents production capacity must be sufficient to perform this remanufacture effort on a quantity of approximately 50,000 to 100,000 per month. Interested U.S./Canadian firms who feel they are capable of performing this remanufacturing of the 30MM PGU-13 HEI and 30MM PGU-14 API Cartridges are invited to indicate their interest by providing the Government a brief summary of their companys capabilities, including a brief description of facilities, personnel and past manufacturing experience as it relates to the above criteria. Information must be submitted to: HQ, ASC, ATTN: AMSAS-ACA-F/Julie Schmoll, 1 Rock Island Arsenal, Rock Island, IL 61299-6500. Please respond NO LATER THAN August 3, 2007, and identify 30MM PGU-13 HEI and PGU-14 API Cartridge Remanufacture Effort Sources Sought/Market Research as the subject of your response. This is a market surve y for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited.
