Description
The Navy Geothermal Program Office, China Lake, California intends to procure on a full and open competitive basis, a firm fixed price commercial contract in accordance with FAR 13.5 to provide for the preparation of all necessary documentation for an Environmental Impact Statement (EIS) for development of geothermal resources at the Naval Air Facility El Centro (NAFEC), Imperial County, California. The specific site is known as Superstition Mountain encompassing appox. 5,940 acres of both Military and Public lands. Development of the geothermal resources beneath military lands will be accomplished by means of a public-private venture capital arrangement and will include field exploration, field development, resource utilization, and field closure. The EIS will specify Navy constraints that will enable development of the geothermal resource while ensuring the national defense mission of NAFEC. The purpose of the EIS is to analyze and disclose the potential en vironmental impacts of the proposed action and alternatives. The document will identify existing resources associated with these lands and develop potential mitigation measures which will reduce the impacts of anticipated geothermal exploration and development to a level that is less than significant, wherever possible. A Reasonably Foreseeable Development Scenario (RFD) has been prepared to establish the base case for environmental analysis. Resources to be addressed include, but are not limited to, vegetation, wildlife, cultural resources, water quality, air quality, soils, and other land uses. The Contractor is to have all necessary experience and licensure and be capable of rendering a report on the outcome of their research. The Request for Proposal (RFP) will be released on or about 2 Aug 07 and close approximately twenty-one days thereafter. The Statement of Work (SOW) will be incorporated in the RFP. The RFP will be electronically available at http://www.neco.na vy.mil or http://www.fedbizopps.gov All responsible sources may submit a proposal which will be considered by the agency. Contractors must be registered in the Central Contractor Registration (CCR) to be eligible for an award. Contractor's may register or verify registration at http://www.ccr.gov.
