- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government will procure Surface Sonar Composite Keel Domes (SCD 56), Sonar Dome Rubber Windows (SDRW) and associated Engineering and Technical Services. Keel-mounted SCD-56s are required equipment on FFG-7 Class hulls. Bow mounted SDRWs are required equipment on CG47 and DDG51 Class hulls. These build to print units provide an acoustic transparent housing for sonar transducers. This will be a 5-year, firm-fixed price, IDIQ contract. The contract minimum will be $4M and the maximum will be $28M. Shipment shall be FOB origin Cheatham Annex, Williamsburg, VA. Inspection/acceptance shall be at destination by DCMA. This procurement is not for a commercial item and FAR Part 12 procedures will not be used. See note 26. The applicable NAICS Classification is 336611. The solicitation is expected to be issued on or about 8/09/07 and expected to close on or about 9/10/07. The Navy intends to solicit and negotiate this contract on a sole-source basis with Goodrich, Inc. based on FAR 6.302-1, only one source capable of meeting the Government?s requirements. See note 22.
