- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office-Space Systems and its Communication Satellite Program Office (PMW-146), per authority of 10 USC 2304(c)(1) and FAR 6.302-1, issues this presolicitation notice of its intent to award a sole source contract with subsequent contract modifications to add priced options, to the company Boeing Australia Limited, for the preparation of the Mobile User Objective System (MUOS) ground site at Geraldton, Australia. The MUOS is a networked satellite constellation for Ultra-High-Frequency satellite communications. The integrated ground system for MUOS is comprised of four ground stations to provide world-wide coverage. This design-build site preparation effort for the Geraldton, Australia ground station will consist of: (a) the site design for two pre-built shelters to house Radio Access Facilities (RAFs), three concrete pads for three antennas, and fencing around the shelters and antennas; and (b) the subsequent provision of such shelters, concrete pads, and fencing, accordingly. Access to this Australian ground site location is restricted to personnel and guests of the Australian Department of Defence and to contractors approved by the Australian Department of Defence. The anticipated award date for the initial contract effort is late FY 2007. The site preparation contracts for the other three MUOS ground stations are handled by the Naval Facilities Engineering Command and either have been competitively awarded already or are currently in the competitive award process.
