- The Marine Corps Systems Command (MCSC), Quantico, VA intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Protective Products International (PPI) Corporation of Sunrise FL for a minimum of 12,000 Modular Tactical Vests (MTVs) (4,000 per month beginning in October of 2007), with a contract maximum of 48,000 MTVs. This program is currently unfunded. The sole source procurement will be a bridge between the 60,000 currently fielded MTVs and an anticipated full and open competition in FY 08 that will fulfill the requirement for a one-for-one replacement of all fielded OTVs and MTVs with a final solution OTV/MTV. The current 60,000 MTVs were contracted for as an interim solution for replacement of the Marine Corps? Outer Tactical Vest (OTV); these MTVs were procured from PPI in FY 06 via limited competition conducted on an urgent and compelling basis. PPI is the only source producing the currently fielded MTV and the Government does not currently own the technical data package. Per FAR 6.302, and contingent upon funding, the Government intends to solicit and negotiate with only one source (PPI) for this bridge buy.
