Description
The US General Services Administration, Northeast & Caribbean Region intends to issue a Request for Proposal (RFP) for a two-phase award of multiple firm-fixed price contracts to successful offerors to provide for an upgraded Smart Card Reader Terminal, to ultimately replace the existing Smart Card Reader Terminal to an existing Physical Access Control System (PACS). In Phase One, the proposed acquisition shall require all necessary Engineering, Furnishing, Installation, Security, Testing, and Documentation of the smart card reader upgrade to the existing physical access control system. The functional interface capabilities of the reader must include Contact and Contact less, PIN/Keypad, and Biometric (fingerprint). The smart card reader must be able to read multiple card formats, including legacy smart cards (based on GSC-IS v2.0) currently in use. The smart card reader must be compliant with HSPD-12 and FIPS 201 and associated special publications (like NIST Special Publication 800-76 Biometric Data Specification for Personal Identity Verification). Upon Government acceptance of an offeror(s?) fully operational smart card reader that is in full compliance with all specifications listed, for the second phase, the offeror(s) will then be issued an RFP for the replacements, additional spares, and maintenance requirement to replace the existing Smart Card Reader Terminal to the existing PACS, fully and wholly integrated with the PACS software as a fully operational and functional system. The GSA intends to award up to three contracts. The contractor(s) shall perform all work necessary to ensure complete day-to-day performance operational capabilities of the new Smart Card Reader Terminals, to be incorporated into existing ACS Optical Portals. The spares award will provide for future quantity acquisition of spare parts and additional readers as needed by the GSA and other Government agencies. The accepted Terminals resulting from Phase one award must be listed on the GSA Approved Products List (APL) at the time of Implementation/full deployment and Cutover Process to be eligible for award in Phase two. This procurement is being solicited as an UNRESTRICTED requirement. The applicable NAICS Code is 334119 with a small business size standard of 1,000 employees. This requirement shall be procured under Best value continuum, employing the source selection process, lowest priced technically acceptable methodology IAW FAR Subpart 15.101-2. The evaluation factors for this requirement will include the following: Technical approach and capabilities, Management Approach, Past Performance, and Price. The Government reserves the right not to convene discussions with successful offerors. All offerors, whose proposals have been evaluated to be the highest rated in technical, and whose proposed prices were determined to be fair and reasonable for award, may be subject to a background check prior to receiving an award. The solicitation will be issued on or about 31 May 2007. The duration of initial phase of the requirement is approximately 60 calendar days after the issuance of the Notice to Proceed. A Small Business Subcontracting Plan is required for all large firms for awards greater than $550,000.00. A site visit is scheduled for the week of 11 June 2007.
