Description
A contract is required for Operations and Maintenance for Federal Buildings located in Cookeville and Columbia, Tennessee. The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools and equipment, and shall plan, schedule, coordinate and ensure the effective and economical operation, maintenance and repair of the facility. The current contract GS-04P-97-CXC-0011 is being performed by Fedserv Industries Inc. The contract was awarded as a 100% Small Business Set-Aside. The contract will expire on February 28, 2007. The contract consists of a base (4) year and two (3) year options. The required service will be procured as a 100% Small Business Set-Aside. The contract will consist of a base (4) year and two (3) year options. The proposals will be evaluated using Lowest Price Technical Acceptable procedures. The contractor shall submit two proposals. Each proposal shall contain the offeror's best technical proposal and their best proposal price. Part One will be the Technical Proposal. Part Two will be the Price Proposal. Proposals will be received in two separate evelopes. The factors to be evaluated are Experience, Past Performance, Management Plan and Approach, and operations and Maintenance Program. All factors are evaluated using the Go/No Go decisional rule. A proposal will receive a Go, Acceptable rating, if the proposal meets all aspects of the standard for evaluation. A proposal will receive a No Go, Unacceptable rating, if one ormore elements of the offeror's proposal does not meet the minimum requirement of the standard for evaluation. Evaluation of price proposals will be based on the realism and reasonableness of the proposed price. The contract will be firm fixed.
