Description
CHILD Psychiatric Services and Telehealth Services This announcement constitutes a Sources Sought Synopsis for the Navajo Area Indian Health Service. The following information is provided to assist the Indian Health Service in conducting Market Research of Industry to identify potential contractors for this effort. The applicable NAICS code is 621112, which applies to industry primarily engaged in Offices of Physicians, Mental Health Specialists. The Gallup Indian Medical Center (GIMC) located in Gallup New Mexico is the location of the contracting site. GIMC has a requirement for Child Psychiatric services for on-site and telehealth that would include direct care, supervision of care by GIMC providers and training in child psychiatry for non-child psychiatry providers at GIMC. Service will be provided to patients ages 0-15 years and their families as required. The estimated requirements are for approximately 100 hours on site and 100 telehealth hours per contract year. The contractor will be required to perform up to sixteen hours per month providing monthly onsite and monthly telehealth clinics alternating on a biweekly schedule. Each clinic will include 5 hours of direct patient care services, 1 hour of training and 2 hours of consultation/supervision. Typically 3 new and 3-4 established patients to be seen for direct services per clinic. The contract will be awarded as a single fixed price contract for a base year with a one year option for renewal. GIMC would provide clerical and nursing support to facilitate on site and telehealth clinic coordination. Work space, telephones, paperwork for on site clinics will be provided by GIMC. Credentialing will be done by GIMC. Billing for visits by GIMC only. Documentation of services will be done according to the requirements of GIMC Medical Records, Medical Staff rules and GIMC Business Office to provide appropriate clinical information to other health care providers and to allow for appropriate billing. Written records will be kept in the GIMC Patient Record/Mental Health Record. GIMC would require the following key elements of work to be performed by the contractor: 1. Direct clinical services including the evaluation and treatment of pediatric patients referred for child psychiatry consultation by a GIMC staff physician. This would be done both via on-site patient consultation and telehealth consultation. 2. Provision of child psychiatry consultation and supervision of care by GIMC primary care providers and behavioral health providers who are providing direct child psychiatry related services to pediatric patients at GIMC. 3. Provision of training opportunities in child psychiatry to primary care and behavioral health providers. This will include formal and informal presentations on clinical topics in child psychiatry pertinent to the practice of primary care pediatric providers and non-child psychiatry trained psychiatrists and psychologists and other behavioral health clinical staff. This will be aimed at expanding the spectrum of patients that can be managed at GIMC by such providers, either independently or with supervision by child psychiatry. CME credits should be made available by the contractor for formal presentations. The contractor must have an unrestricted license to practice medicine in any one State in the USA with demonstrated experience to provide the level of coverage as stated above, must be Board Certified in General Psychiatry and be Board Certified in Child and Adolescent Psychiatry and demonstrate ability to provide consistent care throughout the term of the contract. This physician must meet credentialing requirements of the GIMC Governing Body and abide by all GIMC Medical Staff Bylaws and requirements. This should also be the same physician for all services in order to promote optimal continuity of care for these patients.
