- The Senior Advisor will be the lead policy, technical and management expert responsible for the USG?s HIV/AIDS supply chain services support to Tanzania. The Advisor will provide policy, strategic and technical advice and expertise to the USAID HIV/AIDS team and interdepartmental USG PEPFAR team. As Cognizant Technical Officer (CTO) for the SCMS contract, the incumbent will carry full technical and managerial oversight responsibilities for this multi-year, activity currently valued at almost $20 million annually. SCMS support for HIV/AIDS supply chain development encompasses the prevention, care and treatment components of the entire PEPFAR program, and extends to Tanzania?s own supply chain management capacity. The incumbent will strengthen and expand other existing partnerships for supply chain improvement. S/he will direct attention to policy, institutional and other barriers to effective HIV/AIDS-related commodity supply, and identify and advocate innovations, best practices, reforms and training to remedy problems. Specific duties and approximate time allocations follow by area of responsibility.
