- DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Building Environment Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with NOVA Analytical Systems, Inc., for the purchase of Nova Models 7464SPK & 7461LPK Portable Engine Exhaust Analyzer. Sole Source determination is based on the following: NIST requires Nova Models 7464SPK & 7461LPK Portable Engine Exhaust Analyzer as part of a project to study carbon monoxide production from gas-powered emergency generators. In order to support the experimental work, portable equipment is needed that can continuously monitor carbon monoxide, carbon dioxide, oxygen and hydrocarbon gases over a large range of concentrations during tests to research the production of these gases while operating gas-powered emergency generators. In addition, NIST has designed a National Instruments data acquisition system along with software developed at NIST to link the NOVA with the National Instruments system. Changing to another device would result in the need for reworking the data acquisition system. Therefore, the Nova analyzers must be 100 percent compatible with the existing data acquisition equipment. Nova Analytical Systems, Inc, is the sole manufacturer and distributor of the analyzers that is required to satisfy the Government?s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 8, 2007, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
