- : This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Santa Cruz, CA on a sole source basis with University of California, Santa Cruz (UCSC) in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Purpose of proposed contract, is for providing research support for project ?Incorporation of Ocean Environmental Variation in Klamath River Fall Chinook Salmon Stock Assessment? This project attempts to improve estimates of return numbers and maturation dynamics with the use of environmental variables. UCSC has worked closely with NMFS Scientists and developed unique models for managing data on salmon maturation and abundance and environmental, particularly climate and oceanographic data. These models are keys to the large project ?Integrated Ecosystem Assessment for the California Current. The proposed contract is a continuation of on-going development of the project. The government intends to negotiate a firm fixed price contract with anticipated period of performance of twelve months, to commence from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
