- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Santa Cruz, CA on a sole source basis with University of California, Santa Cruz (UCSC) in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Purpose of proposed contract, is for providing support for baseline improvement for genetic stock identification of California Chinook Salmon. This baseline database contains genetic composition information for over 110 Chinook Salmon populations in North America, including all major populations in California. This is an international effort to standardize microsatellite genes for use in genetic stock identification of Chinook Salmon. The standardization allows other collaborating laboratories to directly replicate the analyses and combine the data results with their own. The proposed contract is a continuation of on-going development of the project. The government intends to negotiate a firm fixed price contract with anticipated period of performance of twelve months, to commence from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
