Description
This is a combined synopsis/solicitation for supplies, items are being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Pacific Marine Environmental Laboratory (PMEL) located in Seattle, WA intends to acquire the following: 1.) qty 1 each powered layout machine, 2.) qty 1 each tension monitoring device called dancer-accumulator 3.) qty 1 each powered take up reeling machine. The specifications are as follows: The powered payout reeling machine: 1. Powered payout reeling machine required capacities: ? 72? maximum reel flange diameter ? 28? minimum reel flange diameter ? 48? maximum reel width ? 5,000 lbs. maximum reel weight 2. Powered payout reeling machine required frame: ? Extra heavy-duty construction utilizing mechanical tubing and thick plate steel ? 2.5? Pintel stub shafts to accept a variety of arbor hole adapters to accommodate any reel arbor. ? Pintle shafts ride in heavy-duty flange bearings for long life ? Pintles in/out positioning is independently controlled to allow operator to line up arbors. ? Bolt down securing floor flanges ? Safety reel-down limit switches to prevent reel damage during lowering. ? Fork lift ?pockets? welded to base. 3. Powered payout reeling machine required controls: ? Main control enclosure mounted at the back of the unit includes the main disconnect. ? Jog switch on a pendant that allows operator to jog the reel forward or in reverse. Jog speed is approximate ?walk speed? and shall allow the reel to operate in the reverse or forward directions for indefinite periods of time. ? Dual push button control stations on each side of the unit for operator ease in loading and unloading reels. Each station includes: o Raise/lower selector switch o Open/close selector switch 4. Powered payout reeling machine required hydraulic power unit: ? Fully incorporated hydraulic power unit operates all reel positioning features. ? Unit wired for 208VAC 3 ph. ? 5 Hp. Vector Drive, Reducer and Motor to provide powered payout of material. Speed controlled by Dancer/accumulator described below. The tension monitoring device called a ?dancer/accumulator?: The dancer/accumulator is a vertical device designed to control the payoff speed and maintain the line tension at a pre-determined level. The device provides a smooth, continuous operation with line tension maintaining capability on medium and high-speed applications, 1. Required dancer/accumulator features: ? Sturdy all steel construction. ? 16? root diameter sheaves to accommodate material bending radius. ? Twin precision linear bearing slide supports for floating sheaves. ? Air loaded floating sheave assembly providing 100 pound (+-10%) line tension signal. ? Transducer position indicator providing feedback to the payout system. ? Upper and lower limit switches providing feedback and regulating the pay out system. ? Entrance and exit guide sheaves. ? Transducer mounted to sheave shaft to provide line tension output feedback sent to payout machine. Output displayed on digital tension display. ? Air operated locking clamp (AIR CLAMP) for holding material during switch over. ? Fork lift ?pockets? welded to base. The powered take-up reeling machine: Hydraulically operated shaft less take-up reeling machine with Pintle stubs operating independently on both sides of the machine. 1. Powered take-up reeling machine required capacities: ? 72? Maximum reel flange diameter ? 28? minimum reel flange diameter ? 48? Maximum reel width ? 5,000 lbs. Maximum reel weigh. 2. Powered take-up reeling machine required frame: ? Extra heavy-duty construction utilizing mechanical tubing and thick plate steel. ? 2.5? Slotted steel plate drive arm assembly with two adjustable drive dog pins. ? Bolt down securing floor flanges. ? Safety reel-down limit switches to prevent reel damage during lowering. ? Fork lift ?pockets? welded to base. 3. Powered take-up reeling machine required controls: ? Safety ON/OFF footswitch to shut down take-up when released. ? Arbor Adapters to fit special 17? EDD arbor. Complete with drive dogs to engage reel. Drawings provided upon request. ? Dual push button control stations on each side of the unit for loading and unloading reels. Each station includes. o RAISE /LOWER Selector switch o OPEN/CLOSE switch o JOG Switch (on motor side only) ? The main control enclosure mounted at the back of the unit includes: o Main Disconnect. o Speed Potentiometer o RUN/LOAD Selector switch o FWD/REV Selector switch. o Mushroom button E-STOP Control 4. Powered payout reeling machine required hydraulic power unit: ? Fully incorporated hydraulic power unit operates all reel positioning features. ? Unit wired for 208VAC 3 ph. ? 5 Hp. Vector Drive, Reducer and Motor to provide powered payout of material. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Only firms that can provide the exact equipment described herein will be considered. A fixed firm order will be issued with delivery date of no later than Dec 31, 2007. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
