Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Seattle, WA intends to negotiate a sole source contract with the University of California, Santa Barbara for the design and implementation guidance for a programmatic approach to intensively monitored watersheds and similar large-scale management action experiments. Background and Objectives The Northwest FisheriesScience Center provides scientific and technical support to NMFS for the management, conservation, and wise-use of the Northwest region?s marine and anadromous resources. To address some of these needs the Conservation Biology Division formed the Mathematical Biology and Systems Monitoring Program to develop, in tandem with the existing Salmon Science Programs and Salmon Recovery Planning Teams, quantitative tools for assessing population and habitat status and recovery potential and progress. One of the major projects undertaken by this program is the development of a large-scale comprehensive monitoring project to be implemented in three Columbia River sub-basins. The primary objective of this project is the development of a rule-set to guide the implementation of large-scale monitoring and evaluation programs across the Columbia River basin. The project will accomplish this goal through the quantitative assessment of status and effectiveness monitoring and evaluation approaches. The component of the overall project described herein specifically addresses the development of design and implementation guidance for a programmatic approach to population-scale management action experiments, often referred to as Intensively Monitored Watersheds (IMW). Specifically this project seeks to develop the following two products: 1.2.1 Experimental design guidelines for large-scale (e.g., watersheds) ecological experiments to demonstrate the effect of management actions such as aquatic habitat restoration on population processes of species of interest. 1.2.2 Implementation guidelines for the development of a program of large-scale management action experiments that balances replication, spatial representativeness and cost-effectiveness . The period of performance is from date of award through September 30, 2009. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the University of California without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
