Description
The Center for Disease Control intends to procure the following services. SCOPE OF WORK The vendor will provide all labor, materials and equipment required to complete the tasks outlined below. The vendor may require travels for communications with NCHS, CDC to obtain background information on the project. TASKS TO BE PERFORMED 1. Develop statistical methodologies for using data from multiple sources to profile health prevalence, specifically for mortality data: a. Determine for what group (domain) estimates should be produced - for example, groups defined by county, HSA, geocode, SES, demographic variables (age, race, sex, education); b. Methods for statistical tests of differences between/among groups; c. Methods for profiling health outcomes (analyzing the relationship between various variables and health outcome). d. Effective statistical testing methods for combining data of different types or from different sources. 2. Provide consulting services to ORM researches in similar subjects with statistical methods for multiple data sources: a. Consultations on data preparation, including but not limited to availability and access to EPA data files, linking variables and key variables related to human health problems in these files, references from previous studies, and necessary assessment of data qualities. b. Consultations on statistical tools for information integration, such as Meta analysis, multiple criteria decision making (MCDM), data envelopment analysis (DEA), spatial analysis, statistical surveillance procedures, etc. 3. Collaborate with the ORM researchers to prepare manuscripts for publication in peer reviewed journals or/and prepare presentations for conferences. DELIVERABLES The vendor shall provide the following deliverables to the Project Officer by the dates reflected below. All items are applied for multiple research purposes: 1. Description and plan of research (Task 1) ? 2. Specifics of proposed statistical strategies or models for consultation problems (Task 1 and Task 2) 3. Specifics of reports for solutions of consultation problems (Task 2) 4. First interim report on statistical model research (Task 1) 5. Second interim report on assessment of statistical models and methods by data applications (Task 1) 6. Third interim report on assessment of statistical models and methods by data applications (Task 1) 7. Evaluation of model properties through comparison with alternative models (Task 1) 8. First draft of final report (Task 1 and Task 2) 9. Final draft of final report (Task 1 and Task 2) 10. Response to peer reviews (Task 3) MINIMUM VENDOR QUALIFICATIONS This study will require extensive training and expertise in math statistics, especially in complex data modeling and multivariate analysis. The study will require knowledge of integrating data from multi-sources and profiling population health by covariates on a statistical base. Data analysis will require familiarity with issues in environmental and public health data. The study also will require expertise in research development and consulting practice. Since all consulting services in this project involve helping ORM statisticians in complex data analysis and with state-of-art methodologies, meeting above requirements would be best illustrated by the vender?s publications and invited speeches, including very recent professional activities, and by the vendor?s previous collaborating experience with ORM researchers. Contractor shall perform only those services described in the scope of work. All materials relating to this contract are the property of the government and shall be returned to the government at the completion of work. The contractor shall not release any information related to the work performed or the results obtained without the written permission of the project officer. The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested service. Therefore, the initial offer should contain the offeror?s best terms. The quotation shall include the price, prompt payment terms, the F.O.B. Point(Destination or Origin), Taxpayer Identification Number(TIN), Dun & Bradstreet Number(DUNS),and descriptive literature of the service quoted. The quotation must reference Solicitation number 2007-44760. Quotations will be due fifteen(15) calendar days from the publication date of this synopsis All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations may be faxed to (770)488-2670/2671, Attn. Ivory Reid or emailed to ireid@cdc.gov All vendors must be registered in the Central Contracting Registry(CCR) prior to award of a Federal contract. CCR registration can be completed online at http://www.ccr.gov.
