Description
This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The reference solicitation number is NHLBI-PB (AR)-2007-188-1/RCO. The National Heart, Lung and Blood Institute on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) propose to procure service from a consultant for system analysis and documentation for NIAMS Special Emphasis Areas (SEA) coding process. This acquisition is in accordance with the simplified acquisition procedures authorized in FAR Part 13, and as a result, a purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-18. The total contracted dollar amount, including options will not exceed $5 million. This acquisition is set-aside for Small Businesses. The North American Industry Classification System Code (NAICS) code is 541611 and the business size standard is $6.5 dollars. The Contractor must conduct the follow task/duties: 1. The contractor must possess at least ten (10) years experience overseeing and continuous use of a SEA coding system related to science and administration. 2. The contractor must have prior experience in working with health science agencies executing business rules and processes coding of grants. 2. The contractor must have a comprehensive view of how health science business processes are conducted. 3. The contractor must possess the expertise with theories and models for system development lifecycle methodologies. 4. The contractor must have demonstrated knowledge and ability to track trends in funding reflecting levels of effort in research areas. 5. The contractor must have the ability to exercise judgment and work independently to prepare recommendations for Extramural Program (EP), Financial Management Branch (FMB) and various NIAMS staffers. 6. The contractor must have strong teamwork ethic and demonstrate an ability to work in teams. The Government will award a performance based service contract awarded for this requirement. The proposed period of performance is August 2007 through February 2008. The proposed level of effort is 520 direct labor hours. The offer will performed his or her duties on site, in Bethesda, Maryland, or if applicable, remotely. A market research conducted by the Government determined that one (1) small business showed interest, which confirms the commercial market. This part prescribes policies and procedures for conducting market research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services. This part implements requirements of 41 U.S.C. 253a (a) (1), 41 U.S.C.264b, and 10 U.S.C. 2377. The technical portion of quotations will receive paramount consideration in selection of a vendor. However, cost/price will also be a significant factor in the event that two or more offerors are determined to be essentially equal following the evaluation of technical factors.
