- DESCRIPTION: VA Illiana Health Care System, 1900 East Main Street, Danville, IL 61832 has a construction requirement for Project No. 550-04-107, Re-Roof Building 49 as required by the project drawings and specifications. Work includes, but is not limited to, replacement of existing slate shingles with simulated slate shingles, replacement of existing copper and downspout, replacement of existing PVC sheet roofing, replacement of existing copper valleys, installation of new ? inch stranded wood decking and a minimum of two layers of ? inch roof insulation on the main roof, etc. as indicated on the project specifications and drawings. All work shall be in strict compliance with all applicable codes and VA regulations. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. Bids from other than service disabled veteran owned small business concerns will not be considered and shall be rejected. See numbered note 29. The SDVOSB must be small under relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: www.vip.vetbiz.gov, www.ccr.gov, and orca.bpn.gov to be eligible for award. Bidders MUST ensure your registrations in these websites are correct, current, accurate and have not expired. The Contracting Officer is not responsible for this information. This will be a firm fixed price contract. Project magnitude is $250,000 to $500,000. The NAICS code is 238160. The small business size standard is $13 Million. BOND INFORMATION: Bid Bond and Payment and Performance Bonds will be required. The completion time for this project is 140 calendar days after receipt of Notice to Proceed. OBTAINING SOLICITATION MATERIAL: The solicitation documents will be posted at www.fedbizopps.gov on or about August 9, 2007 with a bid due date of September 12, 2007, 3:00PM local time. The solicitation documents may be obtained at NO CHARGE at www.fedbizopps.gov. Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents or may be requested in writing from the Contracting Officer. In order to receive this material, potential bidders must submit a written request on the SDVOSB's letterhead, via fax or U.S. postal service mail and list a point of contact (POC), address and phone number. NO VERBAL REQUESTS FOR DOCUMENTS OR INFORMATION WILL BE RESPONDED TO. ALL REQUESTS FOR DOCUMENTS AND/OR INFORMATION MUST BE IN WRITING and addressed to the Contracting Officer. In addition, there is no guarantee that requests received via e-mail will be responded to. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and you will automatically receive any updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register their firm in the Fedbizopps website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitations for Bid. Bidders should re-visit the website periodically to look for updates. Further details and events are available in the solicitation. All requests for information are required to be in writing to the Contracting Officer and shall be received within twelve days prior to bid opening; no telephone inquiries will be accepted. SITE VISIT: A pre-bid conference is scheduled for August 22, 2007 at 1:00PM local time in Building 102, Conference Room 117J, at VA Illiana Health Care System. Failure to attend the pre-bid conference shall not relieve the successful Bidder from compliance with all specifications, drawings, terms and conditions of resultant contract. Award is subject to availability of funds.
